- Meeting Overview:
The Beach Haven Borough Council has executed an agreement with the Jetty Rock Foundation for the use of Veterans Park for the Hop Sauce Festival. This decision marks a return to negotiated contracts for the use of municipal spaces for special events. Additionally, the Council addressed parking concerns by proposing an ordinance to prohibit parallel parking on the west side of Delaware Avenue.
During the meeting, the Council consented to the issuance of amusement licenses for Wayne Wright Amusements for 2024 and established the Architectural Advisory Committee for the current year without changes in membership. Furthermore, the Council authorized the advertisement for bids for ice cream vendors and approved an application to the Department of Community Affairs for Recreation Improvement, requesting $100,000 for enhancements to Veterans Park, including landscaping, irrigation, and shade structures.
Among the financial matters, the Council acknowledged the rehiring of a finance clerk, expressing delight at her return to assist the finance office. A contract was also awarded to AJR Masonry LLC for a curb and sidewalk installation project on Delaware Avenue.
During the discussion of consent agenda items, a Council member requested to remove items 78 and 79 for further discussion. Resolution 78 related to the application for recreation improvement funds, and Resolution 79 involved the agreement with Jetty Rock Foundation for the Hop Sauce Festival. After deliberation, both resolutions were approved, with one abstention from Council member Michael McCaffrey on Resolution 79.
The Council then reviewed proposed ordinances, including one that would adjust fees for tennis and pickleball facilities. The Parks and Recreation Committee had recommended these changes to balance the fees for residents and non-residents and to generate revenue for immediate improvements to the facilities. The proposed fee adjustments sparked a public comment suggesting the Council step back to measure the impact of previous fee increases before implementing new ones.
Another ordinance under consideration concerned parking on Delaware Avenue. The ordinance aims to create safer and more efficient traffic flow by reconfiguring parking to include angled spots and prohibit parallel parking on the west side of the avenue. The potential for additional bike lanes was also briefly discussed, with the recognition that space constraints may pose challenges.
The public had an opportunity to comment on the Delaware Avenue parking plan, with inquiries about the specifics of the affected area. Additionally, a public commenter raised concerns about the financial impact of proposed fee changes for recreational facilities and suggested a more comprehensive financial review.
