- Meeting Overview:
The Beach Haven Borough Council meeting on November 12 was marked by a detailed presentation on the controversial Atlantic Shores wind turbine project, potential legal challenges against it, and discussions on various local ordinances. Dr. Stern from Save LBI outlined his organization’s opposition to the offshore wind project near Brigantine and Holgate, citing environmental concerns and potential lawsuits aimed at overturning project approvals. The meeting also addressed local issues, including zoning amendments and maintaining dune walkovers.
Dr. Stern, representing Save LBI, articulated concerns about the Atlantic Shores wind turbine project, slated for development offshore near Beach Haven. He argued that the project was poorly sited and lacked sensitivity towards coastal communities. Despite supporting renewable energy, Save LBI is set to challenge the project’s environmental impact statement and other approvals through legal actions expected by the end of the month. Stern emphasized that the Board of Public Utilities’ forthcoming decision in December could impact the project’s viability, as offshore wind endeavors often depend on subsidies to remain financially feasible.
The political landscape surrounding offshore wind energy could shift with the incoming administration of President-elect Trump, who has expressed reservations about such projects. Stern noted that changes in regulatory policies, potential executive orders, and possible amendments to the Inflation Reduction Act could affect the project’s financial attractiveness. He also highlighted the potential ramifications of strengthening the Endangered Species Act and Marine Mammal Protection Act, which could complicate the siting of offshore turbines.
Stern’s presentation also touched on national security concerns, as the Department of Defense has raised issues regarding military radar systems that could be affected by wind turbines. Citing Sweden’s decision to halt similar projects over military concerns, Stern noted a growing awareness of such conflicts. Following his presentation, there were no questions from the council, and the meeting moved on to financial reports.
In other council business, several ordinances were discussed and adopted. Ordinance 2024 33C, which amended the Administrative Code to remove the requirement for a community garden committee, received unanimous approval. Ordinance 2024 34C, addressing fire prevention and establishing application fees for rental properties, was also adopted without opposition.
Ordinance 2024 35C, which proposed increasing the required lot size for duplexes, sparked public debate. Resident Meg Mascal voiced concerns that the changes would exacerbate housing affordability issues. Despite her opposition, the council adopted the ordinance unanimously. Additional ordinances related to recreational facilities, salary ranges, and dune protection were introduced or adopted with minimal public input.
The meeting also featured a discussion on dune walkovers, highlighting maintenance challenges and compliance issues among property owners. Several residents expressed frustration over perceived delays in issuing walkway permits and raised concerns about the impact of non-compliance on community standards. The council acknowledged these concerns and suggested further review of the regulations to ensure proper enforcement and community engagement.
A resident from Glendola and another identified as Robert emphasized their investments in maintaining healthy dunes and complying with regulations. They expressed dissatisfaction with the council’s decision to delay permit applications due to an ongoing replenishment project. The council member clarified that the delay was to avoid complicating restoration efforts.
