Beach Haven Council Debates Grant for Library Renovation amid Repair Needs
- Meeting Overview:
During a recent Beach Haven Borough Council meeting, discussions included the need for library renovations, changes to floodplain and rental property regulations, and a new ordinance to address behavior at municipal tennis courts. A proposed grant application for library repairs sparked debate due to potential delays, while a new ordinance aimed to halt pickleball at town tennis courts due to misconduct.
A significant portion of the meeting was devoted to deliberating Resolution 73, which proposed applying for a New Jersey Historic Preservation Fund grant to finance much-needed exterior renovations of the local library. The application would require a 50% financial match and, if pursued, the outcome would not be known until March 2027. Concerns were raised about possible delays tied to the grant process, with some council members voicing hesitations based on past experiences of other municipalities like Stafford Township, where long waits and eventual rejection of grant applications have occurred. The urgency of the library’s repair needs was emphasized, with issues such as crumbling brickwork, lead paint, and damaged structural elements requiring immediate attention. The estimated budget for these repairs was pegged at $350,000.
Some council members argued that the risk of delaying the project outweighed the potential benefits of the grant. One member highlighted the town’s history of delaying necessary projects, which only increases costs over time. In contrast, another member expressed a different opinion, suggesting that the timeline until the grant decision was not excessively long and worth the gamble, despite acknowledging the slim likelihood of receiving the funding. Concerns about the timing of renovations further complicated the discussion, with an emphasis on avoiding disruptions during the busy summer months. An upcoming meeting with the library was mentioned to discuss project logistics and timelines, especially regarding lead removal without closing the library. Ultimately, the resolution to apply for the grant was excluded from the consent agenda, allowing other resolutions to proceed with unanimous approval.
The council also addressed several ordinances during the meeting. Ordinance 20262C, amending Chapter 101 to increase floodplain permit fees, passed unanimously with no public comment or discussion. Similarly, Ordinance 20263C, which revised various borough code fees, was approved without opposition.
Discussion on Ordinance 20264C, concerning the registration and inspection of rental properties, drew public comment. A resident expressed concern over the shift from local to county fire safety inspections, questioning the fairness of potential double taxation. Council members shared frustrations over the compelled transfer of responsibilities to Ocean County and voiced intentions to reclaim local inspection duties in the future. Despite these concerns, the ordinance passed unanimously.
Ordinance 20266C, introduced for its first reading, proposed banning pickleball at municipal tennis courts due to reports of misconduct and vandalism. The council acknowledged the need for this measure, regretting the circumstances that necessitated such an action. The motion to approve the ordinance proceeded without additional comments, receiving unanimous support.
Financial matters were also on the agenda, with the financial report detailing cash receipts and disbursements for various accounts. The current fund account reported receipts of over $4.8 million against disbursements of approximately $4.5 million. Both the water and sewer utility accounts showed positive cash flow. Additionally, the council reviewed a bill list totaling nearly $2.92 million, attributed to annual obligations.
