Becker City Council Prioritizes Edgewood Street and Land Exchange Projects
- Meeting Overview:
The Becker City Council meeting was dominated by discussions on two major projects: improvements to Edgewood Street under the Municipal State Aid System (MSAS) and a land exchange proposal involving local businessman Todd Potter. These projects are poised to affect community infrastructure and economic development. Edgewood Street’s impending upgrades are contingent on state aid, while the land exchange aims to facilitate new commercial developments.
The Edgewood Street project was a focal point, with Dr. Phil Kudson outlining its significance as the first street in Becker to receive Minnesota’s MSAS designation. This designation mandates adherence to specific design standards, potentially altering the road grade and shoulder design to integrate with a nearby trail. The council emphasized the urgency of starting the project to meet a November deadline for securing funding, with an estimated budget of approximately $351,000. While state reimbursements are expected, concerns about costs and compliance with MSAS standards prompted discussions of alternative funding strategies, such as borrowing against future allocations or considering other roads for MSAS funding if necessary.
Concurrently, the council explored the integration of trail improvements alongside Edgewood’s enhancements. The existing trail is poorly designed, and its upgrade is seen as essential to align with the street improvements, potentially maximizing funding efficiency. The conversation highlighted a strategic approach to community needs, balancing design standards and financial constraints.
In tandem with the infrastructure discussions, the council addressed a proposed land exchange involving Todd Potter of Todd Potter Trucking. This proposal involves swapping 18.5 acres of Potter’s land with 16.5 acres owned by the city. Appraisals valued Potter’s land at $154,000 and the city’s at $134,000, necessitating additional acreage to balance the values. Potter plans to develop a 100,000 square foot warehouse and storage facility. The council swiftly adopted resolutions authorizing the land exchange and approving a $9,950 quote for necessary platting work, funded by the Economic Development Authority (EDA) reserves.
The meeting also tackled other infrastructure concerns, notably replacing an HVAC unit at the wastewater treatment facility, addressing outdated police department equipment, and capital improvements for public works and parks. The council approved a $24,200 replacement for the HVAC system, choosing the lower of two bids from SCR, a company known for reliability. The police department’s budget review involved equipment upgrades, including squad car replacements and the sale of older vehicles to offset costs.
Public works plans include phased improvements to the department’s buildings, with upcoming projects like parking lot and curb enhancements slated for 2026. Meanwhile, park upgrades are prioritized based on equipment condition, with some projects deferred to future years due to budget constraints. Notably, the council considered adding concrete to the Colinger Park hockey rink for dual-use as ice and pickleball courts.
The meeting also addressed the burgeoning issue of electric bikes (ebikes) within the community. Concerns about safety, particularly for young riders, prompted discussions on potential ordinances to align with state statutes. The council recognized the need for regulations that ensure safety while accommodating mobility, considering measures like speed limits and helmet requirements.
Additionally, the council considered a proposal to create a standardized protocol for addressing traffic speed and resident concerns. This structured approach aims to balance responsiveness with strategic city-wide traffic management, utilizing data from traffic counters to inform decisions.
