The proposed unit’s setback from the property line complies with zoning regulations, and drainage is unchanged. Although public comment was invited, none was received, leading the board to approve the conditional use site plan under standard conditions.

The difficulty lies in ensuring compliance, as enforcement largely depends on property owners’ honesty.
