Belleville School Board Faces Questions on Legal Counsel and Financial Decisions
- Meeting Overview:
At the recent Belleville School Board meeting, public concerns about financial management and legal decisions took center stage. Questions were raised regarding the hiring of a new law firm and the district’s financial practices, sparking a discussion among board members and community attendees.
The meeting’s most significant topic was the public inquiry into the board’s decision to hire Shank Price Smith and King as special counsel. Michael Sheldon, a concerned citizen, questioned the necessity and financial implications of engaging a second law firm alongside the existing Bush Law Group. He stressed the absence of cost estimates and sought clarity on why this change was necessary.
Sheldon also addressed a proposed contract with Faith-Based Recovery LLC, which involved a weekly payment of $600 for a minimum of four to eight weeks. He questioned whether this payment was intended for each participant or the entire program. Furthermore, he raised potential constitutional issues, citing the Establishment Clause, and requested that the board counsel provide a legal perspective on using public funds for a faith-based organization.
In addition to legal concerns, financial matters were a focal point. Sheldon revisited the district’s 6.4% tax increase from the previous year, questioning the necessity of such a hike given the district’s reported $75 million in state funding and a surplus of over $10 million. He emphasized the need for an explanation from the state monitor, Thomas Egan, about this decision and expressed frustration over the lack of response to communication attempts from the finance committee chair regarding budget discussions.
An audit report scheduled for February was confirmed by board members, though Egan did not comment further. Sheldon also inquired about the status of an $11.9 million parking garage bond, urging the board to seek reinstatement of district autonomy following the completion of a significant state loan repayment.
In another thread of discussion, the issue of cell phone usage in schools was addressed. The board acknowledged previous meetings on this topic and expressed intentions to await guidance from the governor before implementing any new policies. They recognized the importance of family involvement and mentioned that neighboring districts have adopted varying approaches.
Transportation safety was also a concern, as a community member named Eric highlighted issues with school buses not adhering to stop sign laws, posing potential hazards to students. He expressed dissatisfaction with the perceived lack of police enforcement during school pick-up times and questioned the privacy of his communications with the board, which allegedly reached the police department.
Superintendent Richard D. Tomko responded to Eric’s concerns, asserting that there was no known communication with the police department from his office regarding the issue.
During committee reports, updates were provided on various initiatives, including efforts to prevent overlap in student applications and enhance professional development for teachers. The National Honor Society’s Kasa program was noted for its expansion to support multilingual learners, and extended business office hours were announced to assist parents with school meal applications.
Trustee Leon celebrated recent student achievements in sports and academics, highlighting the introduction of a varsity girls flag football team. Meanwhile, Vice President Darl emphasized the success of hands-on experiences provided by the New Jersey manufacturing extension program and outlined plans to review and update governance policies.
