During the recent Belmar Borough Council meeting, the most pressing topic of discussion was the 2024 budget, which included a municipal tax rate increase and community development plans. The budget for the upcoming year was at the forefront of the meeting. The council announced a municipal tax rate increase of 3.01% from the previous year, with the average residential property tax set at $8,497.65, inclusive of estimated County and school taxes and final Library taxes. A breakdown of the anticipated revenues and expenses was presented. The total Municipal budget was detailed, including allocations for the current fund, water sewer utility, beach utility, and parking utility. The budget, under the 2.5% Appropriations cap and the 2% Levy cap, included several grant awards for 2024.
Key highlights and increases in various expenses were outlined, such as fuel, health insurance, and EMS salary and wages, which all contribute to the intricacies of municipal financial management. The council noted the necessity of $6,423,338 to fund the operation of the beach for the 2024 season and acknowledged that most of the revenue for the water sewer utility would come from water sewer billings. The parking utility was recognized as cost-effective, supported entirely by parking fees, and the budget was submitted to the State Department of Community Affairs for review.
A public hearing allowed residents to inquire about the allocation for capital expenses, with specific interest in the repainting of the water tower. The council responded by explaining that funding for such projects would be sourced from the adoption of a bond ordinance, and reassured that an asset management plan was in place for the water sewer utility.
The council also tabled a resolution adopting the budget to the May 28th meeting. In addition to budget discussions, an ordinance amending and supplementing chapter 23 regarding garbage and waste, specifically bulk items, was offered for first reading and introduction.
Community development was another focal point of the meeting. A resident brought up the ongoing discussions about developing the west side of Main Street between Fifth and 6th Avenue. The council confirmed that plans for development were in progress. Safety issues were also a concern as the resident discussed stop signs and visibility problems at certain intersections and the need for trimming overgrown trees to improve visibility.
Moreover, throughout the meeting, residents expressed gratitude for recent community events and initiatives. They praised the use of the Taylor Pavilion for a concert and commended the council for improvements made to the walking path and ADA-compliant curbs. The council acknowledged the success of events such as the Seafood Festival and a car show, as well as community efforts like the Belmar Public Library’s initiative to collect analog watches for distribution to the homeless.
The appreciation event for first responders was also mentioned. The upcoming Co Memorial plaque dedication was noted as an event.
