Beltrami County Board Debates Future of Jail Facilities Amid Construction Progress
- Meeting Overview:
In a meeting of the Beltrami County Board of Commissioners, the focus was on the ongoing construction of a new jail facility and the future of the existing jail. Discussions also highlighted a significant land donation, updates on storm damage assessments, and the progression of budget and human resources matters.
The board’s attention was primarily directed towards the construction of the new jail facility on Pioneer Avenue, with updates provided on the project’s advancement. Construction began on March 31, facing initial challenges due to snow. However, progress has been reported, with foundational walls established and damp proofing completed by July. Precast wall panels arrived ahead of schedule, and the installation of these panels in designated areas marked a critical milestone. The project team, led by on-site superintendent Gary Francisco, reported satisfaction with the contractors and foremen, emphasizing effective teamwork as key to maintaining the project’s pace.
A notable aspect of the jail construction involved the method of installing jail cells, each weighing around 2,500 pounds. The cells will be stacked and pushed into place from the exterior, a detail that piqued the interest of the commissioners. Plans were discussed for the board to tour the construction site, with a Friday morning proposed as an optimal time to avoid disrupting subcontractor activities. Regular site visits were suggested to keep the board informed of the project’s progress.
Financially, the jail project is on track, supported by a $2.3 million contingency fund. Discussions included the potential use of an additional $2 million from sales tax to lower future bond issuances. A $300,000 savings was achieved through a deductive change order, resulting from value engineering initiatives.
In parallel with construction updates, the board deliberated on the future of the existing jail facility. Three primary options were presented: a full remodel, a partial demolition and remodel, or a complete demolition. Each option included considerations for operational requirements, such as the sally port’s capacity to handle inmate transport. The third option, involving complete demolition, was favored due to its cost-effectiveness and operational advantages, including improved court transfer logistics. The design allows for a secure entry with a pull-in garage for transport vehicles, though concerns about the sally port’s size were raised.
The board acknowledged the need for community input on the proposed designs. The importance of public engagement was emphasized, with discussions on whether a formal survey was necessary or if an informal approach would suffice. The decision-making process is set to balance financial constraints with community needs.
In a related development, the board received a certificate of recognition from the Northern Waters Land Trust for a land donation. The trust acquired and donated 286 acres of early rotation pine to the county, aiding in mitigating inventory losses from a fire and windstorm. The board expressed appreciation for this timely partnership, which strengthens the county’s natural resources.
The meeting also addressed storm damage assessments, with the county joining six others and a tribal nation in a preliminary assessment to determine disaster assistance eligibility. While state assistance will cover 75% of the initial costs, a shortfall persists as federal thresholds were unmet, leaving an $800,000 gap.
In administrative updates, the human resources department sought a new director following the resignation of the current head. With 22 applicants, the board aimed to expedite the hiring process, given the competitive job market. The budget committee reported progress in refining the preliminary levy, successfully reducing it from 13.5% to just under 10%.
