This funding is expected to alleviate some of the economic dislocation and social impacts stemming from the closure of local electric generating plants, offering a much-needed boost to Benton County’s development efforts.

In addition to the grant news, the board tackled the allocation of American Rescue Plan (ARP) funds for water and sewer projects in Sauk Rapids. A total of $900,000 had been earmarked, with discussions focusing on whether to consolidate funding into two projects instead of the initially proposed three. Board members debated the strategic allocation of resources, emphasizing the necessity of ensuring comprehensive infrastructure development, particularly for the 29 extension project. The dialogue underscored the importance of balancing city and county priorities to optimize the use of ARP funds, which is not a practice commonly seen in other counties.

The meeting also recognized several county employees for their exceptional service. Individuals from the property management team were acknowledged for their contributions to a complex fiber project, while Emily and Shannon from the Sheriff’s Office were praised for their leadership during staffing shortages. Sandy Schelberg received special recognition for her over 35 years of service, with board members reflecting on her instrumental role in guiding the county through significant challenges, including the COVID-19 pandemic.

Schelberg’s achievements were further underscored by her unanimous appointment as the new Human Services Director. Her extensive experience as Deputy Director and interim Director was pivotal in the board’s decision, reflecting her longstanding commitment and mentorship within the department.

Infrastructure improvements were another focal point, with updates provided on various county road projects. The County Road 53 project in Oak Park was completed, while the County Road 7 project, delayed beyond its original completion date, was extended thanks to favorable weather conditions. Discussions around the necessity of timely project completion before winter, coupled with rising construction costs, highlighted the ongoing challenges faced by the county in maintaining and upgrading its infrastructure.

Attention was also given to the county’s drainage systems, with bids considered for maintenance on County Ditches 3 and 6. The board opted to proceed with maintenance on Ditch 3, while further evaluation was deemed necessary for Ditch 6 to ensure cost-effectiveness and address landowner concerns about ongoing assessments.

The meeting further delved into dental access issues, with discussions about establishing a Regional Dental Coordinator position supported by a $75,000 grant from Blue Cross Blue Shield. The board expressed interest in expanding dental services, particularly for populations covered by Minnesota healthcare programs, but sought additional clarity on the role’s responsibilities and long-term sustainability.
