Bernards Planning Board Approves 29-Unit Affordable Housing Project Amid Fire Safety and Environmental Concerns

Further dialogue centered on the absence of hydrants on the approach road to the building, which could complicate emergency responses. The applicant proposed installing a hydrant in the parking lot approximately 250 feet from the building’s entrance to mitigate this issue. However, extending the water main to incorporate another hydrant at East Oak Street was deemed unfeasible. The board also discussed the need for a turnaround area for emergency vehicles, with the applicant assuring that the site was designed with adequate turnaround areas and emergency access from East Oak Street.
In parallel, the board addressed comments from the Environmental Commission, particularly regarding tree clearing and stormwater management. The applicant noted that a pending wetland permit from the state would impose time-of-year clearing restrictions, although the disturbance area was less than an acre. The drainage plan involved tying stormwater discharge into an existing pipe that empties into the Great Swamp, a detail to be included in the site plans.
The board also examined the proposal to plant trees on neighboring land owned by Somerset County. While the board could not mandate tree planting on county property, it conditioned the application on the applicant’s inquiry into this possibility. The applicant confirmed plans to use native shrub plantings to manage stormwater runoff while adhering to local ordinances and state standards regarding landscaping.
Attention shifted to architectural elements of the project, with discussions on improvements to the design plans, such as the addition of LED downlights to minimize light pollution. The applicant also proposed using composite materials for benches on the enlarged front porch and considered the feasibility of mini-split units for heating and cooling. Structural components like 2×6 framing and energy-efficient insulation were debated.
The applicant’s representative expressed gratitude for the board’s review over several meetings, reiterating the project’s aim to develop an affordable housing complex with 29 independent living units. The project sought minor relief, including four site plan exceptions and one variance, while aligning with ordinance number 2573, adopted in April 2025. The applicant successfully addressed prior feedback, particularly regarding lighting plans, resulting in reduced wattage and improved compliance.
Following a motion to grant all relief requested, including the variance, the board unanimously voted to approve the application. Board members reflected on the collaborative efforts made by the applicant and community engagement, emphasizing the necessity of this type of housing within the community and the importance of site visits in understanding the project.
