- Meeting Overview:
In a recent meeting, the Bernardsville Planning Board focused on the comprehensive review of AR Bern LLC’s redevelopment proposal for the Palmer Square site, which includes 68 residential units and approximately 9,200 square feet of commercial space. The board also addressed public concerns regarding meeting formats and the lack of opportunity for public commentary. Additionally, the board elected a new vice-chair and welcomed a new member, Joe DeMarco.
The central discussion revolved around AR Bern LLC’s application for the redevelopment of the Palmer Square site. This site, owned by the Palmer family, is currently occupied by several commercial buildings. The applicant’s representative, John Wyciskala, presented the project as a high-end residential and revitalization venture. The planning process for the redevelopment included a study to identify the area as in need of redevelopment, followed by the adoption of a redevelopment plan by the borough council. The presented proposal is fully compliant with the bulk standards and building codes, with recommendations to enhance fire protection standards.
The project aims to revitalize the underutilized site, creating a pedestrian-friendly environment with modern amenities. Detailed exhibits and plans were presented, outlining features such as a protective fence for a ramp, an access easement, a courtyard with a central water feature, and low lighting for pedestrian comfort. The stormwater management system was designed to prevent water runoff over sidewalks and into the road, and the loading operations area was strategically positioned to minimize visual impact.
The board discussed communications received, including a letter regarding the NFI, a notice for Linda Avenue, and a public hearing notice for Highland Council Regional master plan amendments.
The board also engaged in a discussion about optimizing the building proposal, addressing safety-related concerns and financial integrity. Suggestions included reconfiguring the southeast section of the building, enhancing public space, and addressing the visual impact of the building. Safety issues such as fire handling and emerging legislation related to climate change were considered. The board also suggested potential improvements for the loading area, such as adding an elevator for retail traffic segregation and after-hours deliveries. Emergency power solutions and water supply issues in case of a well failure were also discussed.
Debates arose regarding the board’s authority to enforce these suggestions, with some members indicating limitations on their ability to compel the applicant to make specific changes. Nonetheless, the board emphasized the need for a collaborative approach to ensure a luxury, high-quality project. Concerns about the visual impact of the building’s height led to suggestions for architectural changes to reduce its prominence.
The meeting also covered the administrative aspect of board operations, including the review and approval of meeting minutes from previous meetings, with amendments suggested and subsequently approved. The election of a vice-chair and the swearing-in of Joe DeMarco as a new member were also part of the meeting’s proceedings.
