During the public hearing, the project received support for being a beneficial adaptive reuse of the property. The plan includes outdoor dining spaces and new sidewalks. A traffic engineer provided testimony supporting the variance request for parking, citing quick turnover and staggered peak times as justifications.
The board also addressed variances for accessory setback requirements related to exterior air conditioning units, a generator, and a trash enclosure. A formal loading space was not included in the plans, requiring further variance approval. The board referenced conditions for approval, such as operational hours, cleanup responsibilities near New Jersey Transit, and a maximum occupancy limit of 39 seats. Provisions for offsite parking and necessary signage were discussed, along with the installation of a bike rack and approval for a pump station due to elevation challenges.
In a separate discussion, the board considered the format of future meetings, particularly the potential for hybrid participation. Members noted the benefits of remote participation but expressed concerns about maintaining procedural integrity and connectivity. The challenges of swearing in participants and ensuring visibility and audibility for all members were highlighted.
