Lozada, an experienced childcare professional, shared his enthusiasm for providing a bilingual environment—50% English and 50% Spanish—aimed at enriching the diversity and cultural understanding among children in the Richfield community. The daycare plans to occupy 15% of the church’s floor area and will not require any exterior modifications. The proposal promises to offer quality care while addressing local needs, especially for families requiring financial assistance. Commissioners expressed strong support, recognizing the importance of accessible childcare and the added value of a bilingual curriculum.

In addition to the daycare proposal, the commission received updates on the status of various local infrastructure projects. Hennepin County is progressing with plans to install four roundabouts along Nicollet Avenue at 67th, 70th, 73rd, and 76th streets. These changes aim to improve traffic flow and safety, with construction slated for 2026. The city is pursuing state funding to support this project.

The commission also discussed the discontinuation of the call-in option for public comments during meetings. This decision was made in light of its lack of use over the past year. Residents will continue to have the opportunity to submit comments via writing or attend meetings in person.
