- Meeting Overview:
The Biscayne Park Planning Board meeting addressed several issues, including the conversion of a single-family home into a duplex with potential separate folios, parking space additions, and driveway construction challenges. Property owners sought guidance on navigating zoning regulations and compliance with parking and setback requirements.
The discussion on converting a single-family home into a duplex emerged as a focal point of the meeting. The board grappled with the complexities of zoning regulations and the possibility of creating two separate folios for a single lot. The proposal raised questions about maintaining the character of the neighborhood and the logistics of managing a property divided into two legal units. The property owner inquired about the townhome land use and sought advice on how to proceed with separate folios, but the issue remained unresolved.
Property owners presented various projects that required board input and decision-making. The board considered a request to re-roof a property from shingle to metal, but after a review, the request was denied due to non-compliance with the required overhang code. The homeowner’s preference for a more durable metal roof was acknowledged, yet the board suggested alternative materials such as concrete tiles, which the homeowner found less aesthetically pleasing.
Parking was another significant topic throughout the meeting. A property owner sought approval for an additional parking space to prevent potential parking violations for tenants. The board clarified that parking on approved driveways would not result in tickets and confirmed that pavers could be used for the parking surface, but any material change would necessitate further approval. The property owner was assured they could proceed with obtaining estimates.
The board also tackled driveway modifications and the resulting parking compliance issues. Confusion arose regarding the status of one property’s driveway and parking area, with the board highlighting existing violations. The property owner was amenable to addressing these and worked with the board to explore solutions that would bring the property into compliance with regulations.
Another property owner expressed concerns about the impact of installing a driveway on the location of the septic tank and tree roots. The board advised obtaining a survey and suggested that the proposed driveway would likely be compliant, but required the exact location of the septic tank to be confirmed.
Additionally, the meeting included approvals for various property modifications, including two white wood fences, a revision to a pool permit involving the relocation of a sun deck, and the re-roofing of a property from tile to metal. A new house design was also approved after the board inspected the drawings and discussed the layout and dimensions.
The meeting further addressed the installation of a new gravel driveway, considering the use of geotextile fabric and geogrid to contain the gravel and deliberated on the color choice. Moreover, the board faced the challenge of determining if a grassy area in a park could accommodate the required number of parking spaces and debated the necessity for a border along the street.
Issues surrounding existing structures were also on the agenda. A secondary kitchen at a property on Northeast 120th Street had not been approved and was referred to the building official. The board discussed the placement of parking blocks for a new gravel driveway on Northeast Avenue and approved the installation of a new concrete driveway, new windows and doors, wood fencing and gates, a slab, and a sunroom for various properties.
