Blackstone-Millville School Committee Advances New School Facility Design Amid Budget Talks
- Meeting Overview:
The Blackstone-Millville Regional School Committee meeting featured developments, including the progression of a new school facility design approved by the Massachusetts School Building Authority (MSBA), comprehensive budget discussions, and plans for student trips.
A highlight of the meeting was the announcement by the superintendent that the MSBA had unanimously endorsed the district’s proposal to move forward with the schematic design phase for a new school facility. This new infrastructure aims to replace the existing high school, serving grades 7 through 12 on the current site. The superintendent shared enthusiasm over the MSBA’s support, noting the opportunity to address the MSBA directly. This development received positive reactions from committee members.
In conjunction with infrastructure planning, the committee engaged in detailed budget discussions. The proposed operating budget for the upcoming school year amounts to $32,784,477. This budget includes provisions for increased health insurance costs, special education expenses, and necessary upgrades to aging school facilities.
Members raised concerns about the use of $500,000 from the district’s Excess and Deficiency (END) fund to offset the budget. The committee acknowledged the need for prudent management of these funds, with one member recalling previous aims to keep the END balance above $500,000.
The budget discussions also highlighted the district’s intention to address technology needs, particularly regarding classroom resources. This focus aligns with the district’s strategic goals to improve instruction and support student needs. The committee considered ongoing efforts to enhance after-school and summer programming, emphasizing comprehensive support for students’ social, emotional, and behavioral development.
Public input played a critical role in the meeting, with a parent voicing concerns about accessing budget information online. The parent suggested website improvements for better transparency and shared positive feedback about the middle school’s unified learning classroom model. However, they expressed apprehension over staffing changes that might disrupt the program’s effectiveness, urging the committee to consider the complexities of managing diverse learning needs.
In addition to the budget and infrastructure discussions, the committee deliberated on two proposed field trips. The first is a proposed return to Spain, building on a successful previous trip. The committee discussed logistics, including the student-to-chaperone ratio and safety concerns, particularly the need for multiple chaperones during international travel. The second trip involves a visit to a play in Central Falls, with 51 students and three foreign language teachers attending. This trip was approved without cost to the district, as students would cover their expenses.
The meeting also addressed facilities maintenance issues, such as fire panel repairs at the high school and a transformer and heating coil issue in classrooms. The committee discussed long-term solutions for unresolved generator issues at Millville Elementary School and addressed recent repairs over February break, including leaking sprinkler pipes.
Community events were on the agenda, with the approval of a PTO family dance and an Easter egg hunt organized by the Parks and Recreation Department.
