- Meeting Overview:
During the recent Blairstown Town Council meeting, discussions centered around the reorganization of council positions and the contentious issue of the municipal auditor’s role, highlighting concerns about potential conflicts of interest. The meeting also covered routine administrative matters and appointments.
The meeting opened with the swearing-in of key officials. Deputy Mayor Walter Orcutt was also sworn in. This ceremonial aspect of the meeting was accompanied by the swearing-in of officers from the Blairstown Hose Company No. 1, including the new Fire Chief and Deputy Chief George Carrer III. Each officer pledged to uphold their duties, reflecting strong community support for local emergency services.
The most debate arose during the discussion of the consent agenda, a list of 30 items that included various administrative resolutions. Notably, a council member raised concerns regarding the dual role of the municipal auditor, who is responsible for both presenting and auditing the township’s budget. The council member voiced unease. This concern sparked a broader conversation about the importance of maintaining impartiality and transparency in the township’s financial oversight processes.
In response to these concerns, another council member, who would chair the finance subcommittee, assured the council that this year’s budget presentation would be thoroughly scrutinized. Despite the debate, the council decided to retain the auditor’s appointment within the consent agenda, with a vote resulting in approval for most items but not item 10, which was removed for separate consideration.
Additionally, the meeting addressed a resolution authorizing the mayor and clerk to execute an interlocal services agreement with the Pollution Control Financing Authority of Warren County. The council approved this item, though one member abstained due to their position on the board of the PCFA.
Further appointments were made to the Land Use Board, with Walter Orcutt appointed for a one-year term as Class One, representing the mayor. The council emphasized the importance of appointing members with diverse backgrounds, particularly those with agricultural expertise, to reflect the community’s roots. Discussions included plans for a PowerPoint presentation on the budget to facilitate public understanding and encourage community engagement. A council member urged residents to participate in council meetings, inviting them to voice their concerns and suggestions.
