The conversation highlighted the need for clear, substantiated reasons for the moratorium to withstand scrutiny from the Attorney General, who must review and approve such measures. The board acknowledged the complexities of articulating specific concerns, emphasizing the potential impact on land use, including the loss of forested areas, and the broader implications for Blandford’s rural character. The board expressed a shared concern that the existing broad solar bylaw may not sufficiently address the challenges posed by technological advancements in energy storage and solar capacity.
In addition to the solar moratorium, the board discussed the potential for a $200,000 appropriation to fund planning and consulting efforts to navigate the complexities of regulating solar developments. This funding would aid in evaluating the town’s zoning bylaws and could involve consulting outside experts to ensure a thorough and informed approach to potential amendments.
Beyond the solar moratorium, the meeting also delved into other issues, such as improvements to a town building under a 99-year lease. The building has seen several upgrades, including new roofing, window replacements, and an ADA compliant bathroom. Plans are underway to pursue a matching grant for an ADA compliant entryway, with an estimated project cost of $200,000.
