In a recent meeting, the Blandford Select Board addressed a range of issues, including funding for infrastructure projects and the appointment of key town positions. The most significant topic of the meeting involved the financial planning for two major infrastructure developments: the construction of a playground and the repair of a bridge. The playground project, with an estimated cost of $151,000, and the bridge project, estimated at $72,700, were central to the agenda. The board discussed the potential use of Chapter 90 funds for these projects, which would potentially affect other town projects due to limited financial resources. The urgency to commence these projects before winter was apparent, as delays could impact school bus routes and access for emergency services. The board expressed a desire to expedite the projects, with particular attention to a drain pipe installation to prevent water intrusion into a basement near the proposed playground site.
Further complicating the infrastructure challenges, the board deliberated on the need for detours during the construction of a bridge on Beachill Road, which could close the road for six to eight weeks. The implications for local residents and emergency services were a concern. The board also reviewed an invoice and discussed funding for a bridge project with a representative from the Springfield Water and Sewer Department.
In addition to the infrastructure projects, the board discussed maintenance issues that included the prioritization of the sidewalk versus the playground and the costs and logistics of servicing town vehicles. Concerns were raised about the delayed repair of the bucket truck and the steering issues with the JCB, with the board seeking clarification on the costs and required actions.
The issue of legal clarification on a road that had been in use for 70 years but legally belonged to someone else was another point of discussion. The board planned to reach out to legal counsel for guidance on this matter. Moreover, the board addressed the need for a public meeting hosted by the Massachusetts Department of Transportation to discuss the service plazas and for repairs to address safety hazards posed by power lines and culverts near a building.
The meeting also touched on the importance of local community projects, with updates on the maintenance of Bicentennial Park, including weeding and mulching before brick cleaning. A funding request for the local post office project was discussed, with a member reporting positive funding responses from Westfield Gas and Electric and a donation from H for our SL. However, the project faced a delay due to pending insurance documentation.
Appointments were another key agenda item, with the board approving Gordon Avery to the Emergency Management committee and Jess Carrington as Inspector of Animals. Debate ensued over the appointment of Jackie Curry as temporary Town Administrator, focusing on her role and responsibilities. Additionally, there was a motion to increase the medical coverage for the volunteer fire department’s insurance policy from $100,000 to $200,000.
The board discussed access to the Warfield Cemetery and the confusion surrounding gate access on South Otis Road. Concerns were raised about the gates’ necessity, with one member questioning if they were only in place to enable Massachusetts State Police to collect detail money.
Volunteer coverage and liability for town activities were also debated, with the board considering the need for insurance for volunteers on town projects and the relevance of an IRS determination letter for the town. The board scrutinized invoices from Weston and Samson and City Point for fire and highway projects, questioning the deliverables and the payment for incomplete work.
The meeting concluded with a resolution in support of the construction of a Mass Pike interchange exit, despite the historical opposition from town residents, and reviewed a report on the Community Development Block Grant, discussing housing rehabilitation programs. The board then moved to go into executive session to discuss strategy for negotiations with union personnel.
