Bloomington City Council Discusses Construction Plans for New Community Health and Wellness Center

The construction timeline outlined by Jeremiah Ray and the project team begins with the pre-demolition phase of the existing center, set to conclude by mid-October. Site fencing, scheduled to start the week of September 29th, will establish a secure perimeter to protect the public and control dust and debris. Demolition is slated to begin on October 20th, with heavy equipment operation during daytime hours from 7 AM to 3:30 PM. Emphasized dust control measures include keeping surfaces wet and regular street sweeping. Post-demolition, earthwork and foundation work are expected to initiate in November and conclude by the year’s end, involving excavators and concrete trucks.
The building structure phase will follow with the erection of concrete exterior panels and structural steel framing. Smaller mobile cranes and man lifts will be employed, while truck deliveries will be managed to avoid congestion. Once the structure is in place, efforts will focus on making the building watertight to prepare for interior work. The project is scheduled for completion by August 2027, culminating in a ribbon-cutting ceremony.
During the meeting, site logistics were also highlighted. Jeff Walker, the on-site superintendent from J Dunn Construction, detailed the setup, confirming the installation of fencing and the establishment of gates to maintain operations within Bloomington’s right-of-way. The primary entrance for construction access will be from Penn Avenue, with some limited use of Newton Avenue when necessary. On-site parking will be maintained as much as feasible, although potential challenges in coordinating the construction of the parking lot were noted. Utility work around the building is planned for the spring, aligning with the structure’s progression.
Residents had the opportunity to voice their concerns and inquiries during the question portion of the meeting. One resident expressed concerns about potential road closures on Penn Avenue, seeking clarification on disruptions during construction. The construction team reassured attendees that there would be minimal disturbance to the roads, with Penn Avenue remaining open, albeit with potential temporary lane closures during certain phases. Another resident inquired about the status of homes on Newton Avenue, and it was clarified that the city council had decided against purchasing any homes in the area.
Concerns regarding noise levels during demolition and excavation were addressed, with the construction team noting the use of equipment designed to minimize noise, such as crushing claws instead of jackhammers. A question about the impact on the driveway between an assisted living facility and the construction site confirmed that the area would remain accessible until next spring.
