Bloomington City Council Focuses on Transit and Farewells Outgoing Member
- Meeting Overview:
In a meeting largely focused on transit and infrastructure, the Bloomington City Council discussed future transportation projects, budget considerations, and bid farewells to a departing council member. The primary agenda items included the Bloomington Ferry Road Corridor Vision Study, the American Boulevard Transit Study, and the approval of a new compensation plan for city employees.
The Bloomington Ferry Road Corridor Vision Study was a focal point of the meeting, with staff presenting three design concepts aimed at right-sizing the roadway. This project seeks to shift the corridor from accommodating regional trips to better serving local commuter traffic, incorporating multi-modal transportation safety improvements and sustainability efforts. The proposed design concepts included different configurations of bike lanes, sidewalks, and shared-use paths. Public engagement was significant, with a turnout of 120 to 230 residents at an open house, providing feedback on pedestrian and bicycle infrastructure and the need for green space preservation. The study anticipates full reconstruction within 20 years, with costs estimated at $21 million, plus an additional $3 to $6 million for the proposed enhancements.
Debate ensued regarding the potential impact on traffic patterns and the feasibility of incorporating housing along the corridor. Council members discussed the balance between maintaining traffic flow and enhancing safety, particularly around intersections like Vanessa Road. Interim improvements were emphasized as a means to address immediate issues while working towards the long-term vision.
Attention then turned to the American Boulevard Transit Study. A representative provided an overview of the study, which considers a bus rapid transit line for the corridor. Despite previous evaluations by Metro Transit suggesting limited feasibility, the study argued for the corridor’s suitability due to its job concentration and housing density. Four alternative transit lines were proposed, with an extension of Route Four receiving positive feedback. The study highlighted the importance of public input and identified potential infrastructure improvements to enhance pedestrian and cyclist safety.
Council members raised practical concerns about the viability of dedicated bus lanes, especially during Minnesota’s winter months. Questions about infrastructure support and funding were also addressed, with emphasis on aligning transit plans with actual public demand. Despite some skepticism about the necessity of ongoing investments, the council moved to adopt the American Boulevard Transit Study with a vote of six to one.
The meeting also featured a notable farewell to Councilmember Muir, who is stepping down after years of service. The mayor and fellow council members expressed gratitude for Muir’s contributions. Muir delivered a farewell speech, reflecting on the honor and responsibility of serving on the council and acknowledging the support of his family and city staff. The council’s praise underscored the positive impact Muir had during his tenure.
Additionally, the council approved a new compensation plan for city employees. The revised plan aims to ensure competitive wages and retain talent, consolidating two previous plans into one with nine pay steps and 4% increments. The council acknowledged the challenges of employee turnover and the importance of fair compensation, ultimately passing the resolution unanimously.
The meeting concluded with discussions on the Harrison Park Trailhead and Veterans Memorial Plaza improvements, as well as a resolution for tree removal related to the Nine Mile Creek Corridor project. The council authorized the bidding for these projects, emphasizing stormwater management and environmental considerations in the planning process.
