The most significant topic discussed at the meeting was the extension of the agreement with Habitat for Humanity’s “A Brush with Kindness” program. Mike Robertson, Program Manager, presented the board with an overview of the initiative. Since its inception in the Twin Cities in 1989, the program has served over 2,300 families and completed 13 projects in Bloomington. It focuses on critical home repairs for low-income homeowners, using a volunteer model to tackle less skilled tasks and employing licensed subcontractors for more technical work. The goal is to preserve the city’s housing stock and prevent condemnation and displacement of vulnerable residents.

The board approved the amendment, which extends the time to expend the program’s funds, initially increased to $75,000 in a previous amendment. This partnership with Habitat for Humanity complements Bloomington’s existing rehab loan programs by broadening the scope of home improvement options available to residents. The program also provides social support, connecting homeowners with services for food security, government benefits, and mental health resources, making it a comprehensive homelessness prevention and anti-displacement strategy.

In other developments, the board welcomed Mike Palermo as the new Assistant HRA Administrator. Palermo, who has extensive experience with community development block grants and urban planning, expressed enthusiasm about contributing to affordable housing initiatives in Bloomington.
