Boston Licensing Board Approves License Transfers, Defers Key Decisions Pending Community Input
- Meeting Overview:
The Boston Licensing Board convened on August 28, 2025, for a hearing that saw the approval of numerous license transfers and changes, with a pronounced emphasis on ensuring community engagement before finalizing certain decisions. Notably, the board approved the significant transfer of a license for the Fairmont Copley Plaza Hotel, alongside updates to its premises and management. However, the board deferred decisions regarding new licenses due to the need for further community involvement.
One of the most notable discussions revolved around a proposal by Lincoln Street Property Owner LLC to transfer a license to One Lincoln TRS LLC. This transfer involved amendments to the premises’ description, which included a restaurant, lobby bar, whiskey bar, library lounge, and extensive outdoor space. While the board generally favored the application, they underscored the importance of community engagement, particularly as emphasized by a councilor who highlighted the necessity of collaboration with the Leather District Neighborhood Association. Ultimately, the board approved the application but stipulated that no license would be issued until confirmation of community engagement was received.
An additional noteworthy petition came from Lord Hobo Drydock LLC, which sought to transfer its license to a new location under the ownership of Heidi Hot Ma Inc. The board voted in favor of this transfer, including the approval of the proposed manager. Similarly, D Street Music LLC aimed to transfer its license to Proctor Restaurant Enterprise Inc., with an added petition to provide bottle service. This request also faced scrutiny due to the lack of input from the Downtown Business Neighborhood Association, attributed to summer scheduling conflicts. The board’s decision mirrored the previous, approving the application but withholding the license until community engagement was satisfactorily addressed.
The board also handled a substantial transfer of the license for the Fairmont Copley Plaza Hotel, where updates to the premise description and management were approved without significant opposition. This transfer marked an important step in revitalizing the historic hotel’s operations.
In another segment of the meeting, the board tackled various corporate transactions. Among these, Alustin Live Concessions LLC’s request to pledge its license to Ocean First Bank received approval, as did Camilo Liquors, Inc.’s request for changes in stock interest and a DBA change to Camilo Market. The board also approved a petition from Ferment LLC to change its license category to a retail package store for all alcoholic beverages, with conditions regarding the sale of miniature bottles. Beantown Burger Company’s request to modify its classification to a wine and malt beverages license and to change its manager to Paul Malone was approved, alongside Sape Enterprises Inc.’s petition to transfer its license to Sip City Liquors, Inc.
The meeting also addressed petitions for new licenses. Among these, an unnamed applicant sought approval for an establishment featuring amenities such as lounges, kitchens, a fitness center, and a seasonal sidewalk cafe. The board expressed unanimous support for the requested changes, viewing the proposal as a valuable addition to the local community. Additionally, the board approved several new common victualer licenses, including one for Kong and Marvin Inc., doing business as Baguette Cafe, and GHCC Lyric Store LLC for George Howell Cafe.
The discussion revealed debate, with board members expressing concerns about the need for another package store in an area with existing competition, particularly given the proximity of another full liquor store. Noting overwhelming opposition from community members and officials, the board ultimately rejected the application without prejudice, allowing the applicant the opportunity to address community concerns and reapply in the future.
Additionally, the board reviewed one-day amendments to existing licenses, including an extension request from The Catered Affair at the Boston Public Library and Mass Bay Brewing Co.’s petition for extended use of Raflin Marine Park for a street hockey tournament. Both petitions received board approval.
