Boston Licensing Board Approves New All-Alcohol Licenses with Emphasis on Community Impact

Morangi Express at 14-15 Tremont Street proposed to augment its Latin-inspired menu with alcohol service, clearly stating that it would not pursue late-night operations. Situated in the Roxbury Crossing area, the restaurant was acknowledged as a community anchor, justifying the board’s approval. Comfort Collective on Western Avenue in Allston, known for its successful community-oriented model, sought to expand its offerings, with the board noting the anticipated positive impact on neighborhood vitality as part of a new development.
The board also engaged in a discussion on potential policy changes regarding the upgrade of beer and wine licenses to all-alcohol licenses. Feedback from an informational hearing was considered, with one board member suggesting a minimum holding period for beer and wine licenses before qualifying for an upgrade. This proposal aims to protect existing all-alcohol license holders from market speculation while considering the needs of newer businesses. The discussion included the possibility of a grandfathering provision for current beer and wine license holders, allowing immediate application for upgrades, while new holders might need to demonstrate public need over a year-long period. The board reached a consensus on drafting language to incorporate these considerations.
In addition to these discussions, the board examined a proposal concerning the transfer of licenses within neighborhoods. The proposal intends to prioritize keeping businesses in their original locations unless exceptional public need or significant demand justifies a move to a more saturated area like downtown or the Seaport. Beyond policy discussions, the board approved several applications for new common licenses at previously licensed locations, including Star Bakery, Cafe Nudu, Great Taste Bakery and Restaurant, Mixum Bakery, and Yanis. Additionally, changes to existing common licenses were approved, such as Fufu Bakery’s transition from takeout only to include seating and Essential Body Herbs, Inc.’s shift from 19 seats to takeout only. The board also approved Coin Management Inc.’s application for an inholder no alcohol license at the Midtown Hotel.
Applications for one-day amendments and capacity increases were also addressed, with Adair Inc.’s request to extend their license for a wedding reception and Sugar Bowl Cafe LLC’s request to increase capacity both receiving approval. The meeting concluded with the acknowledgment of the final hearing of the year, as participants extended holiday wishes.
