Chugga explained that he intervened to instruct security to return inside and reset the bar, while he communicated with the police outside. Chugga noted that the police, who were already present, instructed everyone to go home and bar staff to return inside. The board probed the bar’s management and security practices, seeking clarification on the actions taken during the incident.
Wayne Miller, another manager at Bill’s Bar, provided additional testimony. Miller confirmed the availability of video footage from three different angles, although it did not capture the initial confrontation. The footage showed patrons being pushed outside by the staff. Security personnel Terrell Bradshaw, who made the initial contact with Gug, described the patron’s confrontational demeanor and the physical escalation that followed.
The meeting also addressed a separate incident at Friendship BBQ on April 27, 2024. Lieutenant Troy from the Boston Police Department presented a report detailing an assault involving a beer bottle. The victim, identified as Mr. Gu, sustained a head injury after being struck by a patron, Mr. Zhao, during a confrontation. The police report detailed a chaotic scene at the restaurant with broken dishes and blood on the floor. Detective Lumon O’Connor reviewed video footage showing the altercation, which involved multiple individuals. The board discussed the management’s response and the steps taken to de-escalate the situation, with an emphasis on the need for retraining staff to handle such incidents.
In another significant matter, the board examined an incident involving Causeway Union LLC, operating as Loyal 9. The establishment was cited for an assault and battery that occurred on June 13, 2024. A video submitted anonymously depicted a violent altercation between the general manager, Rajie Pine, and his girlfriend, Raina Tessier. The video showed Pine engaging in violent behavior, including pulling Tessier by the neck and restraining her. Despite the severity of the incident, Tessier expressed that she did not wish to press charges and attributed the situation to an argument while intoxicated. The investigation faced challenges as individuals connected to Loyal 9 did not provide additional video footage or information.
The board also addressed an incident involving ZAA KF L LLC, doing business as Bis Columbia, on June 22, 2024. The police report detailed an altercation involving a bouncer, John Yaro Alvarez Herrera, who claimed self-defense after patrons attempted to throw a chair at a staff member. The board discussed the presence of video evidence and the establishment’s compliance with licensing regulations, emphasizing the importance of proper staff intervention during such incidents.
Additionally, the board reviewed an overcrowding violation involving Solona Sports Association on August 16, 2024. An inspection revealed that the establishment had exceeded its allowed capacity. Matthew Marazzo, representing Solona Sports Club, acknowledged the violation and outlined measures taken to address crowd management, including hiring additional security personnel.
