Boston Licensing Board Issues Suspension for Underage Drinking at The Fourth Wall
- Meeting Overview:
During its meeting on May 21, 2026, the Boston Licensing Board addressed a series of incidents involving violations at licensed premises, notably issuing a three-day suspension for Brew Intentions LLC, operating as The Fourth Wall, due to an underage drinking infraction. The board also reviewed numerous applications for changes in management and licensing, including approvals for new license classifications and transfers across various establishments.
The board focused attention on Brew Intentions LLC, managing The Fourth Wall, after discovering seven patrons under 21 were found in possession of alcohol on February 13, 2026. This incident was deemed a serious oversight by management, failing to rectify previous concerns effectively. Board members emphasized the need for substantial operational changes rather than mere shifts in ownership or management. The decision to impose a three-day suspension reflects a firm stance on enforcing compliance and ensuring patron safety.
Another case involved JSTH Investment Group LLC, doing business as Be You and Rock and Rye, located on Stuart Street. The board reviewed an incident from October 12, 2025, which included an assault and battery between patrons and the service of alcohol to an underage individual. While no violation was found regarding the assault, the board issued a warning for serving a minor, taking into account the licensee’s history, which lacked recent infractions. A subsequent incident of assault and battery on October 16, 2025, similarly resulted in no violation.
The session also scrutinized an overcrowding incident at Shamrock Boston LLC, operating as the Shamrock Pub, where police counted 128 patrons against a capacity of 99 on March 14, 2026. A warning was issued, acknowledging the establishment’s clean record of overcrowding violations. Similarly, Moville Inc., trading as McGonagle’s, received a written warning for exceeding its capacity of 253 patrons with a police count of 275. Again, the board noted the absence of prior history in overcrowding for this establishment.
Several approvals for operational changes and license transfers were also noteworthy. Discount Liquors on American Legion Highway in Hyde Park sought and received unanimous approval for multiple requests, including changing management to Darvin Patel and pledging the license and inventory to Rockland Trust Company. These changes are expected to streamline operations and align with regulatory requirements.
Ishtiaq H. Naqvi received approval for a license category change on Washington Street in Roxbury, transitioning to a retail package store for all alcoholic beverages, alongside a clerical address update. The board mandated that alcohol would not be sold in quantities less than one pint, reflecting previous community agreements on liquor sales.
The board approved The Salty Pig’s request to amend its premise description, incorporating an enlarged two-level room, an accessible bathroom, and a seasonal patio for 50 patrons. Similarly, Yield Point Cafe LLC, known as The Shawmut Inn, and Fox & Knife LLC on West Broadway, were granted changes to a restricted all alcoholic beverages license classification, aligning with their operational goals and community expectations.
Another approval involved Oxford Hotels and Resorts LLC, which transferred the license for The Godfrey Hotel on Washington Street to Dean BC Propco LLC. This included updating the premise description to cover multiple guest rooms, a restaurant, and a lobby bar, as well as pledging the license to Athene Annuity & Life Company. This transfer is indicative of ongoing developments in the hospitality sector, catering to both local and tourist demands.
BDGA LLC and Zazzi Bar Corp also successfully transferred their licenses to BB Fusion Lounge Inc. and Bloom Seaport LLC, respectively. These approvals included updates to premises descriptions and license classifications, facilitating enhanced dining and entertainment experiences in their locales.
