- Meeting Overview:
The Boston Licensing Board, during its October 17, 2024 meeting, addressed several significant incidents involving local establishments, resulting in warnings and compliance discussions. The board also reviewed a variety of license applications and transfers, reflecting its ongoing efforts to oversee and regulate Boston’s diverse dining and entertainment venues.
A point of discussion concerned Summers 5 Corp, operating as Dirty Nellies, where an incident involving an employee and a patron led to a violation of Massachusetts General Laws. This incident, which occurred on July 28, 2024, involved an assault and battery with a dangerous weapon. The board found that the establishment failed to call 911 promptly, which violated local laws. A consensus emerged among board members that the lack of immediate police notification warranted action. Despite these concerns, Dirty Nellies received only a warning due to its clean violation record prior to this incident. The board highlighted a concern regarding the risk of having only one staff member on duty during busy times.
Another matter involved Boston Leo Corp, which faced allegations of assault between employees and patrons on August 25, 2024. The board deferred action pending the submission of requested video evidence to ascertain the details of the incident. Similarly, Concord Entertainment Inc, known as Bills Bar, was scrutinized for a July 20, 2024, incident involving patron and employee altercations. Due to the poor quality of the submitted video and the absence of live testimony, the board decided there was not enough evidence to issue a violation.
In another deliberation, The Landing, operated by Boston Harbor CRW Say LLC, was found in violation of serving more than two alcoholic drinks to a patron simultaneously on July 4, 2024. Given the establishment’s previous clean record, the board issued a written warning, emphasizing the need for adherence to serving regulations.
Shisha Lounge LLC also came under scrutiny for serving alcohol on a patio not covered by its license and possessing an expired smoking permit. A warning was issued for the alcohol service violation, with no further action on the other counts, as the board acknowledged the establishment’s recent management plans for compliance.
The board also examined several license applications and transfers. Notable among these was Blue Mountain Jamaican Restaurant LLC’s application for a common victualer license, which received unanimous approval. Similarly, Starbucks Corporation sought a license for its location on Boon Street, and this request was also approved without opposition. The board demonstrated support for local businesses by approving similar applications from Cassandra 2018 Corp and Leon Paris Inc.
In transactional hearings, a notable application came from McDonald’s on Geneva Avenue, which requested a change in closing hours to 3:00 a.m. for delivery services. This request was met with considerable community support and subsequently approved by the board.
The board’s meeting also included discussions on managerial appointments and business name changes. Coan Management Inc.’s petition to appoint Patrick Brown as manager for the AC Hotel by Marriott Cleveland Circle was approved. Similarly, name changes for establishments like Pinkies Up LLC and VJ Partners Inc. were granted without opposition.
Furthermore, the board handled applications for business description amendments and category changes, such as Anjana Corporation’s shift to a retail package store for alcoholic beverages. Other petitions included Shippy’s Retail Inc.’s similar category change and a transfer of a license from Harbor Petroleum LLC to Global Montella Group Corp, all of which received board approval.
