- Meeting Overview:
The Boston Licensing Board convened virtually on July 31, 2024, to address a series of petitions and requests from various local establishments. The board, led by Chairwoman Kathleen Joyce, along with Commissioners Liam Curran and Keeana Saxon, discussed proposals including new licenses, changes in management, and extended operating hours.
One of the most significant items on the agenda involved Chip Newbury LLC, operating as Chip City, which sought a common victualer license for a new cookie shop on Newbury Street. The proposed takeout-only shop, represented by permanent license agent Daniel Brennan, plans to offer freshly baked cookies, milk, and ice cream sandwiches. Operating hours are set from 11:00 a.m. to 10:00 p.m., and the shop aims to open by mid-August. The board raised concerns about third-party deliveries and potential double-parking issues, to which Brennan responded that they would use services like Uber Eats and DoorDash but did not have a specific parking management plan. Conor Newman from the Mayor’s Office of Neighborhood Services noted that the local civic association had no objections.
Another prominent discussion centered around DEC Enterprises Inc., doing business as Domino’s number 3797, located on Blue Hill Avenue in Mattapan. The franchise requested extended operating hours, closing at 2:00 a.m. Sunday through Wednesday and 3:00 a.m. Thursday through Saturday. The proposal, presented by General Manager Chris Cordos and licensing consultant Bill Mohan, received positive feedback from local residents and the Greater Mattapan Neighborhood Council. The extended hours aim to benefit late-night workers, including first responders and hospital staff. The franchise agreed to conditions such as prohibiting cash transactions and scooter deliveries, and locking doors after midnight to manage in-person orders.
A financial decision was also part of the meeting, involving Melodias on Saratoga Street in East Boston. The establishment petitioned to pledge its common victualler 7-day wines and malt beverages license to Eastern Bank. Represented by Attorney Mark White, Liy Camy 1975 Corporation secured a $900,000 loan, necessitating this pledge. The board took this matter under advisement without raising questions.
Foundation Kitchen LLC, doing business as Foundation Kitchen on Cambridge Street in Charlestown, sought approval for a management agreement with Post and Beam South Brewing LLC. Attorney Chad Karuso explained that the service provider for alcoholic beverages would change. Erica Rosenfeld, owner of Post and Beam Brewing, emphasized her extensive experience and incident-free history in brewery operations. The board took this under advisement without any immediate inquiries.
In another notable request, Raphael Vera, operating Latino Restaurant on Center Street in Jamaica Plain, sought to include cordials in their license and extend closing hours from midnight to 1 a.m. Attorney Tyler Hensler highlighted Vera’s longstanding community presence and support from neighborhood meetings. Conor Newman confirmed no community concerns, and Michael Riskin from the Jamaica Plain Neighborhood Council supported the changes to keep the restaurant competitive. The board took the matter under advisement.
The board also reviewed a petition from G&V Ice Cream and Sub Inc. to transfer its liquor license and location to Early Monsoon LLC, moving approximately 200 feet to a new establishment. Attorney Tom Miller noted the new location would feature a substantial dining area and outdoor seating. The board had no questions, and there was no public opposition.
Additionally, a petition from DJ’s Market on Boston Street in Dorchester sought a retail package store license for wines and malt beverages. Owner Alina Morris discussed the market’s family history and the Legacy award supporting their business. The board expressed concerns about balancing grocery items with the new alcohol offerings, to which Morris responded by detailing employee training and surveillance measures. Conor Newman conveyed neighborhood association support for the application.
Another item involved SN A12 Hospitality LLC on Boylston Street, petitioning to transfer its 7-day all alcoholic beverages license to Cruise Hospitalities LLC, doing business as Ava. Attorney Dennis Quilty described the new establishment’s upscale dining concept and positive community outreach. The manager, Nicholas Tulos, confirmed his knowledge of the relevant regulations.
Lastly, the board addressed the petition from Mirage Charcoal Kebab Inc., doing business as Zen Restaurant, for changes in officers and stock interest. Attorney Jo represented the business, highlighting its service since 2003. The board noted the application needed a specific request for a change of manager record to proceed. This matter was taken under advisement.
