- Meeting Overview:
The Boston Public Facilities Commission discussed developments in local infrastructure and community projects, with a primary focus on the construction of the new William E. Carter School in the South End. The school, designed to support students with disabilities and complex needs, faced unforeseen site conditions leading to requests for substantial contract amendments and time extensions. The meeting also saw the approval of community projects in Roxbury and the acceptance of a grant for foreclosure prevention counseling services.
The construction of the new William E. Carter School took center stage at the recent Boston Public Facilities Commission meeting due to requests for contract amendments that highlighted unforeseen challenges and increased costs. The project, which aims to expand the student population and offer a state-of-the-art transdisciplinary educational facility, has encountered significant site issues requiring additional inspection work, scheduling reviews, and various testing services. These complications have resulted in a proposed increase of $714,451 for the assignment of contract and time extension, and another $552,476 for design services contract enhancements.
The senior project manager provided a detailed presentation on the progress of the Carter School project, which included visual representations and updates on the removal of hazardous materials and the handling of the unexpected site conditions. The commission discussed the amendments to the contracts with Hill International Inc and Perkins and Will Architects Inc, which involved the increases in contract amounts and extensions of expiration dates due to the project delays.
The impact of these unforeseen challenges on the Carter School project cannot be understated. The new facility, situated in the South End, is intended to be more than just a school. It is envisioned as a nurturing environment for students with disabilities, featuring specialized educational services and therapy spaces. The unexpected issues have necessitated these additional funds to ensure that the project’s objectives are met without compromising on quality or safety.
Moving away from the complexities of the Carter School project, the commission also addressed matters related to urban development and community support. The first item approved at the meeting was the designation of Urban Edge Housing Corporation as the tenant developer for a parcel of vacant land in Roxbury. The program manager who presented the request emphasized the community feedback and the positive evaluation of the proposal, which plans to preserve open space for community support and complete necessary site improvements.
The conveyance of another parcel of vacant land in Roxbury to the Garrison Trotter Neighborhood Association INC was also on the agenda. The commission approved this request unanimously, highlighting the considerable community support and the detailed site design and development budget, which includes a $125,000 award. The neighborhood association was commended for their diligence and efforts to acquire the land.
Additionally, the commission approved a grant from the Commonwealth of Massachusetts Division of Banks directed towards foreclosure prevention counseling services. With a grant amount of $225,000 and services extending through December 2024, the assistant director of the Boston Home Center underscored the significance of this program in aiding homeowners to avoid foreclosure.
