Boston Zoning Board Approves Roof Deck Despite Neighborhood Opposition
- Meeting Overview:
In a recent meeting, the Boston Zoning Board of Appeals granted approval for a roof deck at Two Pacific Street in South Boston, despite significant opposition from local residents and direct abutters. The project, aimed at enhancing a single-family home, faced resistance due to concerns about potential noise and privacy disruptions, which have been issues with similar structures in the area.
Brian Kaplan, representing the applicant, explained the necessity of the roof deck for providing outdoor space to the constrained single-family property. He argued that the deck would increase the livability of the home, encouraging families to remain in the neighborhood rather than seeking more spacious suburban homes. Kaplan emphasized the precedence of similar roof decks in the vicinity and assured the board that the deck was set back from neighboring properties to mitigate privacy concerns. Nonetheless, during the public testimony, four individuals expressed opposition, citing negative quality of life experiences with other roof decks nearby. Additionally, the Dorchester Heights Neighborhood Association echoed these concerns, although it did not take a formal stance.
Despite the opposition and the submission of five letters from abutters within the project’s radius, the board approved the proposal, with votes in favor acknowledging the challenges of urban living and the need for reasonable compromises to retain city residents.
In other matters, the board reviewed and approved a proposal for an eyebrow beauty spa with microblading services at 301-305 West Broadway. This proposal required a zoning relief due to microblading being classified as a forbidden use in the area. The applicant successfully argued that the service was consistent with other businesses in the neighborhood and highlighted the lack of parking as a common characteristic of commercial properties on West Broadway. The Office of Neighborhood Services reported no opposition during the community process, leading to a smooth approval.
Additionally, the board considered a project on Washington Street, which involved the demolition and reconstruction of a dormer on a two-family home. The applicant sought to improve the dormer’s condition and slightly increase its height for practical access. This project received support from the West Roxbury Neighborhood Council, and no comments were received during the community process, resulting in its approval.
