- Meeting Overview:
The Boston Zoning Board of Appeals recently approved several significant projects that promise to impact the city’s landscape, with notable community backing underscoring the decisions. Key approvals included a comprehensive renovation of a Chestnut Street property, a proposal for a new single-family home in Jamaica Plain, a dealership expansion, and the introduction of a restaurant and mini-golf facility in a former retail space. Each project garnered support from various community members and organizations, highlighting the city’s ongoing evolution in both residential and commercial realms.
The renovation project on Chestnut Street required special attention due to its location within a groundwater conservation overlay district, necessitating a conditional use permit for the installation of a groundwater recharge system.
In Jamaica Plain, a proposal to build a new single-family home on a vacant lot adjacent to an existing residence received unanimous support from the board. The project required variances for lot area, floor area ratio, and side yard. The applicant presented letters of support from property owners and residents, as well as approval from the Jamaica Plain Neighborhood Council zoning committee, which demonstrated strong community backing for the development.
A local dealership presented plans for a new building to replace an existing structure. The new facility aims to provide dealership services while also requiring variances for green belt overlay, floor area ratio, and yard setback. Representatives from the community, including the mayor’s office and the Alston Civic Association, expressed their support for the proposal. Notably, the board’s unanimous approval included a proviso that the plans be reviewed by the EPA and Parks and Recreation, emphasizing regulatory compliance and environmental stewardship.
Moreover, the board addressed a request from a grocery store seeking an upgrade for its alcohol license, a move that highlighted the cultural and economic needs of the neighborhood it serves. The attorney for the applicant stressed community support for the license, which was echoed by positive feedback from the Mayor’s Office of Neighborhood Services and a local council representative. The board’s approval of the request is indicative of its responsiveness to the community’s expressed desires.
A conditional use permit for a restaurant and mini-golf facility in a former Crate and Barrel space also received the board’s nod. The applicant’s attorney cited support from the Back Bay Association and Councilor Durcan, and the Mayor’s Office of Neighborhood Services also voiced its approval. This project reflects the city’s adaptive reuse of retail spaces and the diversification of entertainment options for residents and visitors alike.
In addition to these projects, the board took action on several procedural matters. A request to reconsider a proviso related to a driveway project at 7-9 Prunedale Street was discussed, with the board voting to replace the proviso, allowing the BPDA to guide on permeable surfaces and the project’s scope. A building code appeal for a residential building on Turnwork Street was granted approval for the building code relief required for roof access. Furthermore, the board managed a deferral request for a property on Callendar Avenue, allowing the applicant to coordinate with the plans examiner and the BPDA to submit the correct set of plans for review.
The board also engaged in discussions about the review process and the BPDA’s role in providing recommendations, clarifying that the board is independent of the BPDA’s recommendations and typically reviews revised plans received via email.
A case that encountered opposition involved a property on Colonial Ave, where the board discussed deferral dates due to additional violations that required review. The handling of this case highlights the board’s attention to compliance and its willingness to address concerns raised by the community or other stakeholders.
Finally, the request for a conditional use permit for a business on Fortune Street was met with feedback from the board on the necessity of a clear parking plan. The board suggested a deferral to allow the applicant to provide the necessary documentation.
