- Meeting Overview:
At the recent Bradford County Council meeting, discussions were dominated by the proposed fire assessment ordinance aimed at funding fire rescue services. The ordinance, which has generated a range of public opinions, involves non-ad valorem special assessments on properties to fund Fire Rescue Services and Facilities. Carol Mosley raised issues about the ordinance’s impact on agricultural land, churches, nonprofits, and the potential for homelessness due to non-payment. Paul Steel suggested a postponement, citing lack of notice and the burden of the assessment, while Kate Ellison supported the assessment but recommended a square footage-based approach to better reflect property size and value.
The council grappled with the assessment’s amount, fairness, and the impact on volunteer fire departments and adequate fire protection. The discussion covered different funding percentages, with figures like $334 per year at 100% funding and a reduced $84 at 25% being mentioned. The need for a town hall meeting to gather more citizen input before finalizing the assessment was debated.
The meeting also addressed the county’s participation in the Statewide Mutual Aid agreement, which is vital for disaster assistance and reimbursement for resources deployed to other counties. Additionally, a new healthcare coverage program for inmates was discussed by the Sheriff, who suggested it could lead to significant savings for the county.
The council was briefed on the opioid crisis and the work of Fire Rescue Services and Facilities. Chief Carter and Lieutenant Weeks provided updates on the distribution of Naran kits, medication reconciliation, and mobile Integrated Health visits. The discussion clarified that funding for these initiatives comes from settlement funds of a class action lawsuit against big Pharma, not grants, and that unused money could be rolled over to the next year. With 648 fire responses and 590 EMS calls in June alone, the overlap and necessity of sending both fire and EMS responses to most calls were emphasized, as well as the occasional shortage of ambulances.
Performance evaluations within the county workforce were another point of discussion, with speakers stressing the importance of clear communication, documentation, and consistency. The challenges and complexities of the evaluation process were acknowledged, including the potential for legal issues and the importance of continuous feedback.
The council also pondered the implementation of a road technology program to track the condition of county roads. While the cost and benefits were considered, the need for additional help with roadside mowing was apparent, and suggestions included hiring temporary workers or using inmate work crews. Updates on the progress of impact fees, cooling areas, and storm preparedness were mentioned, as well as support for the 4th of July festivities and the training received from external organizations.
