Brainerd City Council Advances Key Infrastructure Project and Housing Developments
- Meeting Overview:
During a recent Brainerd City Council meeting, discussions centered around a major infrastructure reconstruction project and multiple housing development proposals. The council reviewed plans for mitigating impacts on local businesses during the construction phase, and it explored opportunities for affordable housing in the city.
A major focus of the meeting was the upcoming infrastructure reconstruction project, described as potentially the most significant for Brainerd in the coming decades. The project aims to transform the city’s landscape and requires careful planning to support local businesses affected by construction. A representative presented a marketing plan designed to encourage patronage of local businesses during this challenging period. The plan includes community-centric strategies such as the introduction of a mascot, Babe the Blue Ox, funded by private donors to symbolize local support and foster community identity. Additionally, the campaign will leverage both traditional and digital marketing strategies, emphasizing a dedicated website to keep residents informed about construction developments.
The council also addressed the Central Minnesota Housing Partnership’s (CMHP) proposal for a 5.5-acre affordable housing project on Wright Street. This development seeks to address the pressing demand for housing, as evidenced by a waitlist of 72 families in the Brainerd area. CMHP asked for the land to be sold at a nominal price to facilitate the project, which would be funded through the competitive low-income housing tax credit program. The council expressed strong support for the project, recognizing its potential positive impact on Southeast Brainerd and beyond.
Another topic was the Central Minnesota Dermatology development project at TC Industrial Park. The council approved a purchase and development agreement for a new medical office building, which includes provisions for job creation and wage standards. The project is expected to maintain 21 full-time equivalent positions and expand within five years, contributing to local economic growth. The council also passed resolutions to expand the boundaries of Development District Number Two, further facilitating this development.
In addition to these projects, the council discussed a facade and sign grant program to enhance the city’s commercial aesthetics. With a budget set for 2026, the program aims to offer matching grants for facade improvements and signage enhancements, administered by Bladec. The application process will open on April 1, with a first-come, first-served distribution method. The council emphasized the importance of clear communication and outreach to ensure maximum participation.
Lastly, the council discussed upcoming goals for the Economic Development Authority (EDA) workshop scheduled for April 2026. This session will focus on new projects, including a proposed mobile home park near Westgate Mall and the vacant state hospital property. The council also reviewed potential amendments to EDA bylaws and discussed the introduction of the “Bring It Home” program, which aims to provide housing assistance vouchers in Brainerd and Crow Wing County.
