Brainerd City Council Debates Annexation Policy and Technology Department Funding

A council member remarked, “Nobody’s going to Annex if they’re going to have to pay… they probably wouldn’t, and they don’t,” pointing out the barriers created by current policies. The council recognized the need to establish a clear and fair policy for orderly annexation, particularly for properties outside Brainerd lacking essential services, and staff recommended not proceeding with annexation until the RSD policy was clarified.

The council considered a proposal to redirect PEG Channel resources, initially intended for the channel’s operations, to cover unexpected expenses related to the integration of the technology department. The technology director explained the unforeseen financial needs that arose after the integration decision, which were not included in the original budget. A motion was made to support this recommendation, but not without discussion. Concerns were voiced about relying solely on PEG Channel funds, given the department’s role in serving all general and enterprise funds. The importance of cost-sharing from these enterprise funds was emphasized, along with the potential for grants from the Lakes Area Media Collaborative to support the department’s initiatives.

This hiring underscored the interest in city employment despite the challenges associated with annexation. The council also reviewed and approved the reclassification of Aaron Anderson to the technology coordinator position. This move prompted discussions about overtime eligibility under the union contract, with the council noting the impact of staffing levels and union agreement flexibility on expected overtime.
A contract ratification for public utility employees from 2024 through 2026 was another significant agenda item. The council discussed an arbitrator’s decision and a tentative agreement achieved during mediation. Concerns were raised about the retroactive nature of the contract, questioning whether it rewarded unfavorable employee behavior. It was clarified that only active employees would receive back pay, addressing some of the concerns. The motion to ratify the contract passed without opposition.
Finally, the council addressed a donation request from the Crow Wing County Historical Society. City regulations allow donations only if authorized by statute or charter, with a history of donating $500 in the past. A humorous exchange occurred regarding the Historical Society’s lengthy request, which failed to specify an amount. The council opted to donate $500, a decision reached swiftly and with minimal discussion.
