Brainerd Transportation Committee Discusses Software Success and Need for Joint Meetings

However, the system’s transition in-house remains pending direction from the city council and won’t occur before 2027 when the current contract expires.
Ridership has seen a notable 10.5% growth over the past couple of years, equating to approximately 160 passengers daily. This growth highlights the community’s increasing reliance on the transit system, making the need for efficient operations and planning more pressing. Members emphasized the importance of leveraging this software to maintain and enhance service quality.
The committee also addressed the need for a joint meeting with Baxter and Crow Wing County to discuss financial interactions and ridership data comprehensively. It was noted that such a meeting had not occurred in a long time, if ever. The committee proposed gathering a year’s worth of data to facilitate a thorough analysis, with plans to present this information by early 2025.
Financially, the committee was informed of a significant surplus, as revenues exceeded expenditures by 411% with $304,000 compared to the anticipated $73,970. This unexpected increase prompted discussions on redirecting excess funds into reserve accounts for future transit purposes. Additionally, questions about state funding allocations for the following year revealed an increase of 5%, with a total request of $1,72,700 and a local share estimated at $150,000.
A point of discussion was the grant approval for a new van, expected to join the fleet by spring or summer of 2026. Another van’s application is underway, with delivery anticipated in 2027 or 2028. These additions aim to bolster the transit system’s capacity and service offerings, including plans to introduce a new bus with a bike rack for fat tire bikes to improve accessibility for cyclists.
The committee is also developing a comprehensive business model to determine whether transit operations should remain under the third-party contractor or transition in-house. This model will guide future operational decisions and ensure financial and service efficiency.
