- Meeting Overview:
The Brevard County Local Planning Agency meeting saw discussions over a controversial proposal for nine townhomes on Courtney Parkway and the introduction of a new Top Golf venue in the area. The proposed townhomes faced significant opposition from local residents and advisory bodies, while the Top Golf venue was generally well-received for its potential economic and community benefits.
The most notable issue of the meeting involved Schah Inc.’s request to rezone a property from Business Use (BU-1) to Residential (RA-2-4) to allow for the construction of nine townhomes. This proposal had already been met with a unanimous recommendation for denial from the North Merritt Island Special District, which acts as an advisory body to the County Commissioners. Concerns were raised by local residents about the impact on property values, quality of life, and the compatibility of the proposed development with the existing neighborhood.
Kim Rosenka, representing Schah Inc., argued that the current zoning permitted only four townhomes, which was financially unfeasible due to rising costs. She highlighted the need for additional housing options in light of increased activity at the nearby Space Center and pointed out that similar developments existed in the area. However, local opposition remained strong, with Jack Rman, co-chair of the North Merritt Island Special District, voicing concerns about previous developments that had not met community expectations and had resulted in many units becoming rentals rather than owned properties.
Public comments included environmental concerns, with residents like Mark Burns emphasizing the potential impact on local wildlife and the risk of flooding due to planned retention ponds. Another resident criticized the proposed height of the townhomes and questioned the practicality of the development’s design. Despite these objections, the board was unable to reach a consensus, with motions to both approve and deny the request resulting in tie votes.
In stark contrast, the proposal for a new Top Golf venue in the area was met with enthusiasm. Representatives presented the venue as a premier destination for golf entertainment, promising to attract approximately 200,000 visitors annually. The facility aims to make golf accessible to a broad audience, with 51% of visitors expected to be non-golfers. Community involvement was emphasized, with initiatives such as free access for local high school teams and discounts for military personnel and first responders.
The board discussed and approved a conditional use permit for the venue. The venue’s design includes two access points and aims to avoid any adverse effects on nearby traffic or businesses. The proposal was positively received, with the board unanimously approving the necessary permits, highlighting the venue’s potential to boost the local economy and provide community benefits.
Other topics covered in the meeting included zoning requests and changes for various properties, such as a request from Mahasu Associates LLC to align zoning classifications for a parcel of land. Several rezoning applications were approved unanimously, often involving adjustments to better fit the character of existing neighborhoods. Additionally, the meeting addressed a case involving a property owner facing challenges due to zoning regulations that rendered their lot effectively unusable, sparking discussions about balancing property rights with zoning policies.
