Brevard County Tourism Council Adjusts Funding Criteria to Support Emerging Events
- Meeting Overview:
In a recent meeting, the Brevard County Tourism Development Council made significant adjustments to its funding criteria to better support emerging local events, particularly during economic challenges. By endorsing a more flexible approach, the council aimed to encourage participation from new event organizers while maintaining robust support for established events that drive tourism.
One notable matter discussed was the council’s decision to alter the funding criteria for events based on the room nights they generate. Previously, events needed to generate a minimum of 250 room nights to qualify for funding. However, the council recognized the need for greater flexibility, especially for new initiatives that show potential to grow. A proposal was put forth to allow a 10 to 15% leeway on the minimum threshold, meaning events generating between 225 and 249 room nights could still be eligible for grants. This adjustment was met with broad approval.
The council’s review of 24 applications for funding highlighted the need for this change. While 20 applications met the original criteria, there were four notable events that did not. These included the Bless the Babies Bowl, the Boxlight boxing event, a 7V7 flag football event, and the Colombia Classic Golf tournament. Each faced challenges due to either being new or missing deadlines, despite their potential or actual performance in generating room nights.
Discussions were particularly focused on the Bless the Babies Bowl, which generated 1,730 room nights but missed out on funding due to a late application linked to staffing changes. Similarly, the Boxlight boxing event, despite its potential to attract visitors, was initially deemed ineligible due to insufficient historical data on room nights. A council member expressed strong support for the boxing event, emphasizing its cultural significance and economic contribution, advocating for a reconsideration of its application based on past boxing events’ impact.
The council’s consideration of a sliding scale approach for funding awards was another critical development. This method would allow events that do not meet the minimum room night requirement to receive a percentage of the award based on their actual performance. The intent was to avoid excluding events that only narrowly miss the criteria, thus encouraging more events to participate and contribute to local tourism.
A motion was made to approve funding for the first 20 applications and conditionally support the Bless the Babies Bowl, Boxlight boxing, and the 7V7 flag football events, contingent on their meeting the adjusted room night threshold.
Another topic was the transient development tax (TDT) collections, which showed positive growth. Despite some hotel operators reporting lower individual performance, countywide collections continued to reflect an upward trend, attributed to an increased room inventory surpassing 11,200 rooms. The council was optimistic about the TDT collections reaching a record high of $25.9 million if the trend continued, although some budget adjustments were necessary to address potential shortfalls.
The meeting also included discussions on cultural and sports event funding through the marketing support program. A total of 29 applications were initially considered, with 18 meeting the criteria for funding. The largest awards were allocated to major events like Thunder on Cocoa Beach and the Cocoa Beach Air Show, based on historical attendance figures. The council emphasized the importance of timely approvals to facilitate necessary contracting and ensure funds are available when needed, streamlining the process for future cycles.
As the meeting concluded, there were brief updates on upcoming events and initiatives, including the dedication of a new event space and the Florida Restaurant Lodging Association’s Rose Awards. These updates underscored the ongoing efforts to promote tourism and enhance the county’s appeal as a tourist destination.
