The most significant portion of the meeting revolved around the approval of the 2024 capital budget. Council members discussed and approved the budget, which was reduced from initial requests exceeding $20 million. This budget allocation aims to address various infrastructure projects and public safety enhancements. The budget includes funds for the design of a new public safety building on the Barrier Island, which will accommodate the police department, EMS, fire department, and summer crossing guards. Additionally, $3 million was earmarked for a dredge marshland restoration project.
Further budget allocations included the improvement of the Brick Beach 3 concession building, the initiation of a Park safety surface replacement program, and the procurement of a high-water response vehicle for the police department. The council also authorized the remounting of two ambulances, installation of cameras and lights at Pinewood Park, and the purchase of new garbage trucks for the Department of Public Works (DPW).
Public safety was a recurring theme throughout the meeting. During the public comment period, multiple residents voiced concerns about traffic safety, specifically the frequent running of red lights. One resident highlighted intersections such as Princeton and Post, Burnt Tavern and Maple, and Route 70 as problematic areas, stating that they witness red light violations daily.
The council also discussed the possibility of reinstalling red light cameras, which had been part of a pilot program approximately ten years ago. However, it was clarified that without state authorization, the town could not implement this measure independently.
Environmental issues were brought to the forefront by resident John Sluka, who raised concerns about the impact of the Garden State Parkway on local health. Sluka cited “toxins flowing off the Garden State Parkway” and the adverse health effects on “hundreds, if not thousands of residents.” He called for the New Jersey Turnpike Authority to address these environmental and health issues. Sluka expressed hope that an upcoming meeting with Turnpike Authority officials would result in positive changes for residents living near the parkway.
In addition to these discussions, the council addressed several routine resolutions and contracts. They approved the bidding for temporary sand fencing for the 2024-2025 season to protect the dunes and beaches ahead of the winter storm season. This initiative received strong support, emphasizing the importance of safeguarding the natural landscape.
The council authorized a contract for heating, ventilating, and air conditioning services, awarded to Mid-Atlantic Service of Millstone Township at an annual cost of $75,000. Despite the bidding process attracting 68 bidders, only two bids were ultimately received. Another resolution approved professional medical services contracts, including pre-employment physicals and drug and alcohol testing, not exceeding $150,000.
The meeting also featured community engagement. The mayor invited Police Officer Jessica Campana to be sworn in, recognizing her commitment to the community and her extensive background in law enforcement. The ceremony was followed by a presentation on dystonia awareness, with Margaret Weiss sharing her personal journey with the condition and advocating for public support and understanding.
The council concluded the meeting with various announcements, including a ceremony to honor the victims of 9/11, a townwide yard sale, and several upcoming community events. The mayor highlighted the second annual Longest Table event, inviting community members to participate and enjoy food provided by local businesses.
