- Meeting Overview:
In a recent Bridgewater-Raynham Regional School Committee meeting, the prominent issue of a $4.5 million budget shortfall for the upcoming fiscal year was addressed, forecasting an impact on staffing, including teacher reductions at various grade levels and administrative positions. Deliberations over the deficit took precedence, with discussions on using end-of-year funds, state grants, and the possibility of leftover budget to potentially reinstate some teaching positions. The superintendent, Ryan T. Powers, was evaluated and rated proficient, meeting all set goals and performance standards, amidst concerns about the budget process and capital planning alignment.
The budgetary concerns were at the forefront of the meeting, where Superintendent Powers outlined the challenges faced by the district, including the significant shortfall and its implications. The committee explored solutions to mitigate the impact on the district’s educational services. The importance of the positions slated for reduction was acknowledged, and a commitment was made to minimize the negative effects on the district’s programs and services. The Budget Subcommittee reported on fund transfers to the stabilization and liability funds, and the necessity to watch the substitute line items closely, while also noting a deficit in revenue from high school athletic fees.
In addition to the budgetary discussions, the meeting touched upon administrative changes, including retirements, new appointments, and resignations. The administrative responsibilities for unfilled positions were to be distributed among current staff members to manage the workload effectively.
Public comments brought to light concerns over the cancellation of the fifth-grade band and chorus spring concert at the Williams Intermediate School, which sparked debate among the committee members. Parents voiced their disappointment, emphasizing the importance of music education for their children’s academic and emotional development. Furthermore, a request was made for the development of a policy to allow Bridgewater and Raynham residents attending partner vocational schools to participate in the BR marching band.
The Policy Subcommittee discussed potential changes to district policies, particularly those concerning curricular activities and the district’s concussion policy. While the curricular activity policy changes were tabled for further review, the concussion policy updates were set to be presented at the next subcommittee meeting after undergoing a reading process.
During the meeting, the superintendent’s performance was a focal point, with Powers receiving praise for his leadership and commitment but also eliciting concerns regarding the budget process and the need for data-driven financial updates. The committee’s evaluation of Powers was “proficient,” with ratings across instructional leadership, management and operations, family and community engagement, and professional culture.
A debate occurred over the declaration of surplus obsolete kitchen equipment, highlighting the need for clarity on budget allocations and responsibilities between the district and Chartwells, the contracted food services company, for replacing the equipment.
Other topics of public concern included the participation of non-BR students in the marching band, with a community member raising issues related to attendance, grades, and behavior of these students, as well as the potential for increased family attendance at football games to improve athletic revenue. Policy changes were suggested to address these issues, though the committee did not further discuss the matter at this meeting.
The meeting concluded with announcements of opportunities for students to earn community service hours and upcoming student council activities, followed by a motion to adjourn.
