Bridgewater Town Council Tackles Water Pipe Replacement and Road Improvements Amid Communication Concerns
- Meeting Overview:
During the recent Bridgewater Town Council meeting, the primary focus was on a substantial water system project involving the replacement of 4,300 feet of 12-inch ductile iron pipe on North Bridge Street. This project, prompted by frequent pipe breaks due to pressure issues, is expected to enhance the water infrastructure from Prince Rogers Drive to Foothill Road. Additionally, significant road improvement projects and communication challenges surrounding these initiatives were topics of discussion.
The council was briefed by representatives from New Jersey American Water, who outlined the details of the pipe replacement project. The aging pipes, installed in the 1970s, have proven inadequate in handling the demands of modern water usage, particularly during the high-demand summer months. This project aims to address these issues by installing new pipes, along with fire hydrants and updated water services to homes, culminating in the complete repaving of the road. The work is scheduled to take place during the summer to avoid disruptions to school traffic, with construction hours set between 9:00 a.m. and 4:00 p.m. on weekdays.
Concerns about the project’s impact on local traffic and emergency services were raised. While a detour plan has been established to manage traffic flow, it was confirmed that emergency vehicles would need to use this detour, with police stationed at intersections to facilitate access. However, a resident expressed frustration about the lack of prior notification, stating their only information came from a roadside sign. While it was noted that notices had been distributed and a reverse 911 call system, “code red,” was used to inform residents, the resident’s feedback highlighted a gap in communication efforts. The importance of ensuring residents were informed about water service interruptions was stressed, with plans to directly communicate any necessary service transfers to affected households.
The discussion also addressed the potential discovery of galvanized or lead service lines during the project, which would be replaced at no cost to homeowners. Ensuring access for emergency services was a priority, with strategic management of road access and the use of road plates to maintain emergency routes during crucial times.
In addition to the water project, the meeting covered various road improvement initiatives. The council approved change orders for two roadway projects, one resulting in a 12.23% contract price reduction for the 2023-6 project, and the other a slight increase for the 2024-5 project. Both projects received positive remarks regarding the quality of work completed. The council also discussed a bond ordinance for township-wide road improvements, with an appropriation of $6,100,000, partially financed through the issuance of bonds.
Communication challenges were a recurring theme throughout the meeting. The council emphasized the need for timely and accurate information dissemination, with suggestions to keep residents and local news outlets informed about project updates and detour plans. The collaborative approach between project managers, local authorities, and residents aimed to maintain open lines of communication as construction progressed.
Other topics included the endorsement of a housing element and fair share plan developed in response to state mandates. Concerns were voiced over the state’s approach, which some felt undermined local control over community planning. Additionally, a resolution was passed for the management of the township’s Yardway site, marking a shift from previous arrangements by having Nature’s Choice LLC pay the township $29,000 for its operation, reversing the prior cost structure.
The council also approved a contract with FLIC Imaging Technologies for document solutions, emphasizing the importance of effective records management. This contract, funded through the records retention fund, aims to streamline document imaging and shredding processes.
