- Meeting Overview:
During the Brigantine City Council meeting on March 20th, the most discussions centered on the presentation of the 2024 city budget and a resolution opposing the state’s proposed Shore protection rules. The proposed budget includes a tax rate increase and a capital improvement plan, while the resolution reflects concerns about the impact of state regulations on the local community.
The Council focused on the proposed 2024 city budget, which was presented with a current fund budget of approximately $34.7 million. The budget includes a six-year plan for capital improvements, totaling about $26 million. In line with maintaining a balanced budget, the water and sewer utility budget has been proposed with no rate increase for 2024. The council members were encouraged to review the budget and prepare questions and feedback for the upcoming public hearing scheduled for April 17th.
Debate ensued over the proposed city budget, with council members advocating for a conservative approach to revenue projections to ensure a stable financial future for Brigantine. The city management provided detailed explanations of the operating budgets, compliance with tax levy and spending cap laws, and anticipated revenues and expenses. Despite the significance of the budget presentation, there were no public comments on this matter.
An additional point of contention was the proposal to oppose the state’s new Shore protection rules and NJAC regulations. The debate touched upon the absence of a formal text of the proposed rules and whether it would be premature for the council to take a position. Eventually, the council decided to pass the resolution in opposition to the state’s proposed regulations.
Further discussions included amendments to local ordinances and regulations. After addressing concerns about visitor confusion with the park mobile system, the council approved an amendment to the parking regulations, allowing for daily parking to be valid across all the city’s beach municipal lots. Additionally, regulations for ice cream vendor permits were updated and unanimously approved by the council. Positive feedback was given to the introduction of an ordinance that sought to amend various city fees, aimed at simplifying and organizing the existing ordinance.
The council also discussed a proposed ordinance to amend the city code regarding revocable license agreements for encroachments. The passage of resolutions included the authorization of a settlement between the city and a local union, approval of a PBA roadway solicitation application, and the purchase of a Chevy Tahoe vehicle for the fire department. Consent agenda items featured requests from various local organizations, including the Lions Club and sports associations.
The Chamber of Commerce was commended for successfully hosting the annual St. Patrick’s Day celebration, with thanks extended to law enforcement officers for ensuring public safety during the event. The Economic Development Committee took the opportunity to emphasize the importance of supporting local businesses, particularly during the shoulder season.
One of the more pressing local concerns addressed was the issue of beach erosion, with a particular focus on Cove Beach. Public comments included questions about legal actions, including challenges to the Board of Public Utilities and issues concerning resort houses. The meeting also provided updates on the ongoing short-term rental issue and the digital complaint filing system.
