Brigantine Council Faces Ice Cream Ordinance Controversy Amid Routine Approvals
- Meeting Overview:
In a recent Brigantine City Council meeting, discussions were dominated by a debate concerning the qualifications of ice cream vendors under a new ordinance, alongside the approval of several resolutions and updates on community projects. Concerns were raised by residents about the legitimacy of a vendor’s veteran status, while the council also addressed the introduction of new ordinances and approved routine resolutions.
21:01The council meeting gained attention due to the public discussion surrounding the city’s ice cream ordinance. A local resident, Michael Valente, along with other community members, voiced concerns about verifying the veteran status of individuals selling ice cream. The debate centered around a vendor named Mr. Kalissa, whom Valente accused of presenting a “fraudulent” veteran status card. Valente emphasized the importance of ensuring that only genuine veterans are permitted to operate ice cream trucks in Brigantine. He argued, “If it was me and I was Mr. Kalissa or any other person that drove an ice cream truck… I would be at this meeting,” suggesting that Kalissa’s absence was notable.
23:55Supporting Valente’s stance, another resident, Jim, expressed doubts about Kalissa’s claims, citing his age and past statements. Jim requested clarity on Kalissa’s service record, while Paul Vanderine, representing Jack and Joe Ice Cream, further supported the need for verification. Vanderine asserted that Kalissa had not applied as a veteran in other municipalities. The Deputy Mayor acknowledged these concerns, assuring that the ordinance would thoroughly vet veteran claims.”
28:41The council moved forward to introduce Ordinance 16 of 2025, which amends the compensation for certain city officers and employees. This ordinance was passed without discussion. Additionally, Ordinance 17 of 2025 was introduced to regulate ice cream and food truck operations more stringently. A brief discussion followed before it was passed. The introduction of Ordinance 18, which amends related fees, was also approved, aligning with the council’s focus on ensuring compliance and proper regulation of ice cream vendors.
33:13Amidst the ordinance discussions, the council addressed several resolutions. Chief Kmetto provided an update on the renewal of liquor licenses, confirming no issues were found during investigations. The council proceeded to adopt resolutions 2025-137 through 2025-146 unanimously, as well as resolution 2025-147, authorizing a contract with Green Whales, Inc. for the Brigantine Triathlon’s race directing services. Other resolutions included a refund to Bruno Concrete Contractors LLC and budget amendments for special grants, all of which passed without opposition.
37:35During the meeting, Deputy Mayor Tiger provided an update on ongoing city projects. He highlighted the reconstruction of ramps at a prominent location, with work anticipated to continue in other areas. The paving of beach parking lots was reported complete, with line striping planned before reopening. Tiger noted delays due to utility work and mentioned upcoming steps in the Pepper Cove bulkhead project.
44:17Community events were also a focal point, with Jerry expressing gratitude to suppliers supporting upcoming activities, including a drug awareness 5K run and a flag day ceremony. A permit-free yard sale was announced, with over 130 addresses registered. The Deputy Mayor reminded attendees about veteran banners, directing them to the city’s web page for submissions.
46:55The meeting concluded with acknowledgments of the work done by city teams, especially the efforts reflected in the renovated public works building. Mr. Johnson expressed appreciation for the renovations and inquired about a potential ribbon-cutting ceremony. He also noted the upcoming Veterans Appreciation Day at the Elks.
