Cannon Falls Considers Zoning Overlay After Monster Truck Noise Exceeds Standards
- Meeting Overview:
The Cannon Falls City Council engaged in a discussion on November 18, 2025, addressing issues such as noise violations from a recent monster truck event, waste management challenges, and infrastructure improvements at the wastewater treatment facility. Key topics also included public input on zoning regulations and efforts to enhance community integration and development.
The meeting’s most issue centered around the public input session, where Aaron McMahon, a resident of Hoffman Street, voiced his concerns regarding noise levels from a monster truck event held on September 13. McMahon presented findings from a noise study, revealing that the L10 noise levels reached 105.9 during the matinee and 125 during the evening performance, which surpassed the local standard of 65. The L50 classification also showed alarming results, with pre-event baseline at 55.5 and event readings of 97.5 and 119.5. McMahon expressed dissatisfaction that these findings were not available during a prior planning commission meeting. He proposed implementing a zoning overlay for the Cannon Valley Fair, which would allow noise during certain periods while maintaining existing ordinances at other times.
Following this, the council addressed a presentation by Dick Thompson from Goodhue County Solid Waste. Thompson highlighted an increase in garbage collection from three to four days a week due to higher waste volumes. He pointed out the recurring issue of contamination in recyclables, particularly with plastics, stating that only types one and two are recyclable. Misplaced items such as adult diapers and car parts were frequently found in recycling bins. Thompson emphasized the need for improved communication and marketing strategies to educate residents on proper recycling practices. He suggested that targeted messaging could effectively reduce contamination rates.
The council then discussed the potential use of surveillance cameras at waste collection sites to identify and deter improper disposal practices. While there is a camera at the fairgrounds, the absence of Wi-Fi at the waste site presented a challenge. It was suggested that footage from existing cameras at the pool could be leveraged as a possible solution.
Another important topic was the approval of the wastewater treatment facility headworks engineer’s report. A council member sought clarification on the report, which included numerous action items. The objective was to facilitate a larger project scheduled for 2027, focusing on replacing equipment related to grit screen removal. Concerns were raised about potential cost changes if actions were delayed for two years. The council approved the report without opposition.
Further, reports from various committees were presented, beginning with the Economic Development Authority (EDA). The EDA discussed an $8,000 small town grant to create welcoming packets for new residents, particularly for local realtors. This initiative aimed to assist newcomers, especially in areas like Hardwood Estates and Timber Ridge, in integrating into the community. Additionally, a contract modification with CEDA was proposed for approval.
The planning and zoning commission’s meeting was summarized, highlighting a discussion about a proposed fair zoning text amendment. The issue was postponed until the December meeting. Meanwhile, the council administrator and some members attended a fair board meeting for further discussions on the topic.
Council members provided updates on various matters. One member advised residents to avoid parking on streets at night during snowfalls to aid plowing efforts. Another praised the streets and parks crew for their work on downtown lighting improvements.
In personnel matters, announcements were made regarding the retirement of the chamber director and an attorney, both of whom held significant roles within the community. A council member shared that the Rotary Club intended to honor the chamber director with an award, recognizing her contributions.
