Cape Canaveral Board Approves Hotel and Restaurant Project Amid Traffic and Environmental Concerns
- Meeting Overview:
The Cape Canaveral Planning and Zoning Board approved a development proposal for a hotel and restaurant on Columbia Road, despite concerns raised about traffic congestion and environmental impacts. The project includes a 156-unit hotel with a height variance to 65 feet, exceeding the usual four-story limit.
The most notable focus of the meeting was on the hotel and restaurant project located on Columbia Road. The site spans 5.75 acres, with 2.39 acres specifically allocated for the hotel. Richard Stubbs, representing the applicant, faced rigorous inquiries from the board regarding the project’s compliance with city regulations and its potential impact on local traffic and the environment. A critical component of the review was the traffic impact analysis, which underwent multiple revisions to address concerns from the city engineer. The analysis led to the proposal of a southbound right-turn lane on Columbia Road and a valet parking system.
Traffic-related discussions were particularly pointed, with concerns about the proximity of the hotel to a nearby firehouse and the implications for emergency response times. An audience member voiced worries about how increased traffic could hinder the fire department’s operations, stating, “I’m just concerned about their response time and the amount of traffic that might be coming in and out.” To mitigate these concerns, the project incorporated a T-shaped intersection design as requested by the fire department, alongside other modifications to streamline traffic flow and prevent queuing.
Environmental considerations also played a vital role in the board’s deliberations. A significant topic was the proposed sewer line easement, initially planned as a 10-foot width along the property’s western edge. Following discussions with public works and the city engineer, the applicant tentatively agreed to expand this to 15 feet, pending further negotiations with the port authorities and subsequent city council approval. The board underscored the importance of avoiding encroachment on nearby wetlands, with assurances that the sewer line would be routed along the outer perimeter of the port’s property to minimize impact.
The stormwater management plan, designed to comply with both city standards and St. Johns River Water Management District regulations, was another focal point. The plan includes the use of pervious concrete to facilitate water percolation into the ground, mitigating the risk of flooding while addressing concerns about the project’s proximity to sensitive wetland areas.
In addition to these topics, the board approved a separate application for a five-unit multi-family dwelling at the intersection of Orange Avenue and Bannon Avenue. The project, which complies with the R2 zoning classification, received unanimous support from the Community Appearance Board and the Planning and Zoning Board. It features two-bedroom units and adheres to all relevant city guidelines, including lot coverage and building height restrictions.
The meeting also covered procedural items, such as the continuance of an agenda item related to a lot split, which was postponed pending further preparation. The board agreed to include additional documents in the meeting minutes.
