- Meeting Overview:
In the recent Cape May City Council meeting, discussions focused heavily on improving safety and accessibility across the island, with particular emphasis on a proposed bicycle and pedestrian bridge and the contentious issue of sidewalks on Seashore Road. The council debated various infrastructure projects, considering both the potential benefits and the financial implications associated with these developments.
The most significant topic of discussion was the proposal for a bicycle and pedestrian bridge over the wetlands connecting Grant Avenue to First Avenue. This bridge was suggested as a means to divert foot and bicycle traffic off Broadway, an area marked by a recent fatal accident and considered one of the most dangerous roads in the region. Despite the potential benefits, the project team clarified that the current phase was to identify locations and potential measures, without finalizing specific solutions.
A council member expressed confusion and concern over the purpose of the project, emphasizing that the focus should be on immediate safety improvements, particularly on Broadway. This member questioned the necessity of further studies when clear routes were already evident, arguing that the lack of viable alternative routes required immediate action rather than prolonged analysis. Another council member referenced a recommendation in the draft plan to update a 2016 bike and pedestrian plan, expanding its scope to include West Cape May and parts of Lower Township. The update is aimed at assessing the best routes for all users, including those from the western side of the island.
The issue of sidewalks on Seashore Road also sparked a debate. Concerns were raised about the practicality, cost, and necessity of implementing such a project. Some participants argued for wide shoulders instead of sidewalks, citing cost concerns and the fact that most users are bicyclists. Others suggested the elimination of parking on Broadway to create continuous wide shoulders. There was also a proposal for speed humps or tables on Broadway to enhance safety. The committee recommended against ruling out sidewalks at this stage, as doing so could limit future opportunities for inclusion in projects. The need to evaluate safety improvements for all road users led to a proposal for further study on Seashore and Broadway to determine the best options, which might or might not include sidewalks.
The prospect of securing federal funding for these initiatives was another topic. The council discussed the complexities of applying for grants, noting the significant matching funds required and the professional services costs associated with these applications. There was a consensus on the necessity for thoughtful planning and collaboration to effectively address the community’s priorities.
The meeting also touched on efforts to enhance cooperation between towns to improve planning and implementation processes, particularly regarding bike paths and traffic calming measures. There was a belief that combining efforts across towns could lead to higher scores in grant applications, opening up better funding opportunities for systemic treatments across the island.
