Cedar Grove Town Council Approves Infrastructure Projects, Receives Opioid Settlement Funds
- Meeting Overview:
The Cedar Grove Town Council meeting focused on significant infrastructure projects, approval of substantial resolutions, and receipt of funds from a national opioid settlement. The meeting also addressed community engagement, youth programs, and updates on various town initiatives.
One of the most critical subjects discussed was the approval of resolutions related to major public works projects. The council approved the reconstruction of Devonshire Road and Devonshire Road South, awarding a bid to Stanzial Construction LLC for $261,727. This project will be entirely funded by a previously awarded New Jersey Department of Transportation (NJ DOT) grant. Additionally, the council approved the Brier Hill Road Water Main Replacement project, with the bid going to John Garcia Construction Company for up to $536,500. This project, aimed at upgrading water service lines for residents, will be financed through a water utility bond and remaining Coronavirus Aid, Relief, and Economic Security (CARES) Act funds.
Another financial matter addressed was the insertion of a special revenue item from a national opioid grant. The council received $5,239 from class action settlements related to opioid litigation. These funds will be allocated to programs managed by Essex County.
The council also discussed the approval of a new ordinance proposal to abolish the Health Advisory Council. This decision was made due to the council’s difficulties in maintaining a quorum and its limited advisory impact in recent years. The proposal was introduced with a plan for a public hearing scheduled for October 6, 2025. The health department itself will continue its operations unaffected by this decision.
In terms of public infrastructure, the council authorized the purchase of a 2025 Ford pickup truck for the Department of Public Works, with a cost not to exceed $65,000. The funding for this vehicle will come through bonding. Additionally, a contract was awarded to Realauction.com LLC for conducting an electronic tax sale aimed at properties with unpaid taxes, a move intended to encourage compliance among property owners.
The meeting also included updates on other town activities and projects. The success of the recent townwide garage sale was noted, with participation from over 145 homes despite challenging weather conditions. Upcoming events, such as the Real Panthers Wear Pink Walk and various activities at Morgan’s Farm, were highlighted, emphasizing community involvement. The council also discussed ongoing street paving operations, with specific closures planned for the municipal lot.
A segment of the meeting was dedicated to youth programs, with expressions of support for fall athletes and gratitude for community participation in recent “meet the mayors” sessions. The Mayor assured that community concerns are taken seriously and that all inquiries receive responses from the relevant departments.
In addition, the council approved several resolutions related to financial and administrative matters. This included the authorization of a tax refund due to overpayment for a property on Eastwood Place and the acceptance of maintenance bonds for the reconstruction of Carlson Parkway and Smith Place. Both projects were funded by NJ DOT grants.
The council certified a promotional list for ranks within the Cedar Grove Police Department, recognizing officers moving up to sergeant and lieutenant positions. The process involved written and oral examinations, and the promotions are set to be acknowledged at a staff meeting on September 22, 2025.
During the public comment section, a representative from Essex County shared details about upcoming county events, including a September 11th memorial, family activity day at the Essex County Environmental Center, and health screenings at the Road to Wellness event. The announcement of the Essex County Senior Wellness Day was made, noting that seniors could attend without prior registration.
The meeting concluded with the council entering an executive session to discuss litigation matters, including those related to affordable housing.
