Chaska City Council Approves Feasibility Study for 2026 Downtown Reconstruction Project

The project’s base cost is estimated at $2,450,000, with additional drainage channel work adding $688,000. The necessity of obtaining easements from neighboring property owners was highlighted, particularly if the channel were to be filled. The council emphasized the importance of engaging with property owners to address concerns and gather feedback, with meetings scheduled for April. An improvement hearing is anticipated in May, followed by assessments and bidding in the summer. A council member noted the significance of community input, particularly regarding the drainage channel’s future management.
The council’s adoption of Resolution 2026-23 marked a step in proceeding with the reconstruction project, unanimously accepting the feasibility study. This decision paves the way for further planning and community engagement.
In addition to the downtown reconstruction project, the council discussed a proposed lease agreement for a new restaurant at the Curling and Event Center. The agreement with Copperfield Chaska LLC entails a 10-year lease with two five-year extensions, introducing a percentage-based rent model. The restaurant will operate under the Copperfield brand and is expected to provide a broader menu with full-service breakfast options.
The council expressed enthusiasm for the new restaurant’s potential, highlighting the benefits of a strategic partnership with Hightop Hospitality. The collaboration promises enhanced marketing opportunities and catering services, with plans to offer a vetted list of catering restaurants. The lease agreement includes a 7% base rent for the first $4 million in annual revenue, with increases based on performance, and 2.8% of net sales allocated to cover utility costs.
Additionally, the restaurant will undergo remodeling, including the addition of a flat-top grill to support breakfast service. The council discussed the importance of clear public communication regarding the remodel to prevent misinformation, emphasizing a well-structured communications plan involving social media and direct engagement with the community.
The council also approved a reimbursement resolution related to bond sales for financing the restaurant improvements, providing flexibility in managing the remodel costs. This resolution ensures that the city can reimburse itself through bond proceeds if needed.
Among other topics, the meeting celebrated local achievements, notably the Chescott Hawks boys basketball team’s victory and the local curling team’s national championship win. These accomplishments were lauded for fostering community spirit and pride.
