One item on the agenda was the proposed expansion of Beckman Coulter’s manufacturing facility. This proposal includes a substantial increase in the building’s footprint, with a new two-story addition measuring 148,000 square feet. This includes an 88,000 square foot first floor and a 60,000 square foot second floor, designed to accommodate both light and heavy manufacturing operations. The expansion is expected to begin construction in the spring, pending necessary approvals, and will enhance the company’s capacity to produce biomedical testing instruments, such as immunoassay and hematology instruments.
A critical aspect of the proposal involved an increase in parking capacity to support the anticipated growth in employees. The plan outlines an expansion from 180 to 418 parking stalls. However, this falls short of the 505 stalls required by city code, presenting a hurdle that will need addressing in future planning stages. The commission highlighted this discrepancy as a concern, necessitating innovative solutions. Strategies like proof of parking and leveraging nearby properties owned by Beckman Coulter were discussed as potential ways to meet these parking demands.
The development also impacts a portion of the site’s wetlands, with plans indicating that 4 acres of the northern wetland will be affected. This will require a comprehensive wetland mitigation and impact plan, adding another layer of complexity to the expansion project. Renderings of the proposed building addition were shared, illustrating how it would integrate with the existing site while maintaining a visual complement to the current structure.
Discussion by the commission revealed further concerns regarding landscaping requirements. The city mandates the inclusion of 185 trees on the facility grounds, a condition that poses a challenge due to the facility’s extensive footprint. The dialogue underscored the necessity for long-term planning that anticipates future changes in ownership and usage.
Following a detailed examination of the proposal, the commission moved to recommend approval of the concept plan to the city council, contingent on conditions outlined in the staff report. The motion was seconded and carried without opposition.
Beyond the Beckman Coulter expansion, the commission also discussed several other development projects and local updates. Among these was the nearing completion of a new conference center located north of the Oakridge Warehouse. Commission members shared their experiences with local infrastructure improvements, including a newly constructed bridge at the Kohl’s apartment development. While initially a concern, the bridge was reported to be functioning well following its opening.
The meeting also touched upon future infrastructure projects, notably the upcoming roundabout construction at the intersection of Highway 41 and Engler. Scheduled for next summer, efforts to communicate the project’s impact, including a video for local teachers, have been positively received, helping to alleviate potential concerns about traffic disruptions.
