Chaska Planning Commission Supports AutoPros Expansion Amid Zoning and Utility Considerations

A key aspect of the proposal is the zoning ordinance amendment, crucial due to the unique triangular shape of lot four and its existing utility easements. The amendment seeks to reduce the parking setback from the eastern property line to zero feet, allowing for better site utilization while addressing the site’s constraints. The commission supported this amendment, citing the necessity of the expansion and the economic benefits it promises.
The commission also reviewed environmental considerations, such as the coordination needed with the Army Corps of Engineers regarding any work within the East Creek diversion channel. Additionally, a wetland plan is underway. The commission unanimously approved the preliminary site and building plan, along with the requested easement vacation and zoning ordinance amendment, contingent on certain conditions being met.
In addition to AutoPros, the commission evaluated a concept plan for a new Municipal Service Building (MSB) proposed by the city. The new facility will occupy a 12-acre lot on Creek Road and will support various public works departments, including streets, parks, and sewer and water services. The building is designed to accommodate up to 118 employees. The MSB is intended to enhance operational efficiency and reduce the need for outdoor vehicle storage, which had become a logistical challenge at the existing facility.
The commission discussed site logistics, including parking circulation, screening from residential properties, and potential solar panel installations. The design includes provisions for natural light and employee amenities, such as an outdoor terrace space. The commission emphasized the importance of maintaining aesthetic consistency with other civic buildings and ensuring minimal visual impact on neighboring areas.
Concerns were raised about the proximity of trees and a pond to the new MSB. The commission requested additional planning exhibits to address these issues and ensure that the final design aligns with the city’s growth and environmental goals. Potential solar panel reflections were also addressed, with assurances that any installations would be designed to minimize impact on neighboring properties.
The commission also touched on future infrastructure developments, including road improvements and utility coordination in the area surrounding the MSB. Bidding for construction is expected to begin in February, with groundbreaking anticipated in mid to late spring of 2026. The project aims to be completed within 12 to 16 months, a timeline considered feasible given the scope of the work.
