In an effort to bolster its commitment to environmental stewardship and community engagement, the Chatham Select Board made strides in climate action initiatives and granted the Chatham Marconi Maritime Center a one-day entertainment license for hosting music events. The meeting, held on June 4th, 2024, also addressed a range of topics from policy discussions on deceased marine mammals to the promotion of solar energy projects and the appointment of a new Human Services Committee member.
The meeting’s most pressing topic revolved around the initiatives presented by the Chatham Energy and Climate Action Committee, emphasizing the town’s efforts in preserving salt marshes, advancing solar energy projects, and promoting the use of electric vehicles. The committee outlined the critical nature of salt marshes in the face of potential sea-level rise and their ecological significance. The collaboration with the Pleasant Bay Alliance and the initiation of a study to assess the condition of the Southern salt marshes were key highlights from the update. The committee’s achievements in energy savings and solar production offered a promising outlook on the financial benefits for the town, with the announcement of a future solar installation at the community center marking a tangible step forward.
Further climate action discussions centered on the board’s broader focus on bylaws and regulations to address the climate emergency, energy efficiency, and town procurement. The need to protect groundwater quality and quantity was underscored, alongside concerns about rising groundwater and PFAS contamination. Board members supported the initiatives and stressed the importance of public outreach and education. They also called for more detailed data on groundwater incursion and showed keen interest in identifying suitable locations for electric vehicle charging stations, encouraging the promotion of Mass Save services.
A public hearing was conducted to consider a request for a change of manager for the alcohol license at The Chatham Squire. Shannon Neil presented the application and fielded questions about her role and responsibilities at the establishment. Following the hearing, the board approved the change of manager.
Another decision by the board was the approval of a one-day entertainment permit for the Chatham Marconi Maritime Center. The permit allows the center to host music events on The Veranda on various dates in 2024. Members of the board expressed their support for the initiative, which aims to increase community engagement and promote the center.
The board tackled the complex issue of deceased marine mammals’ disposition on public and private property. A policy presented by the town manager sought to clarify procedures for reporting and handling deceased animals and to provide resources for private property owners. The board members urged for a user-friendly policy and consulted the International Fund for Animal Welfare for compliance with legal regulations. Additionally, the board supported a swim school’s request to use Oyster Pond Beach for swim lessons and a camp, emphasizing the community’s need for swimming education.
In matters of public safety, the installation of a crosswalk on School Street was recommended by the Traffic Safety Committee and received unanimous approval from the board to enhance pedestrian safety.
The meeting also included the appointment of William Byrom to the Human Services Committee, which the board approved unanimously. The town manager’s monthly report, which acknowledged long-serving employees and introduced new hires, including those in the Police Department and Council on Aging, was welcomed by the board members.
The Summer Residents Advisory Committee expressed their interest in community input on their priorities, including water availability, sewer projects, long-term financing, and affordable housing. Board members shared their thoughts, particularly on water quality and quantity and the protection of waterfront access.
Public comments touched upon a range of topics, such as the 50th anniversary of the Chatham Council on Aging and concept drawings for medidensity housing available online. Additionally, discussions about open meeting laws and their role in the subcommittee structure were raised.
