Chatham Approves Main Street Retail Shift Amid Broader Development Discussions
- Meeting Overview:
The Chatham Planning Board approved a site plan change for a property on Main Street, transitioning a café to retail space, while also addressing future site plans for development on Main Street and ongoing stormwater management regulations.
The most notable outcome of the meeting was the board’s unanimous approval of a site plan change for a property on Main Street, where a cafĂ© will be converted into a retail outlet for Cape Shark, a clothing retailer. Property owner Kristen Mueller explained that past food service establishments struggled at this location, largely due to the absence of a commercial kitchen and minimal foot traffic in that part of town. Board members discussed the potential impact on parking and deliveries, noting that the retail shift might increase day-long vehicular traffic compared to the cafĂ©’s early morning hours. The board specified conditions for the approval, including adherence to a site plan from 2012 and lighting requirements to prevent spillover beyond the property’s boundaries. Signage will require approval from the Historic Business District Commission.
In another major discussion, the board examined a pre-application proposal for a property on Main Street by Chattam Productions. The plan involves modifications to the Washington Taylor House to create four retail spaces and two apartments, alongside a proposal to expand the former Monoy Theater into a restaurant. Concerns about stormwater management, due to the impervious surfaces required by the parking lot, were highlighted. Suggestions included using pervious materials for parking spaces and separating building downspouts from stormwater systems to reduce system sizes. The board also scrutinized the landscape plan, stressing the need for detailed documentation of existing trees and the proposed replacements, given the extensive tree removal anticipated.
Traffic implications were another key area of focus, particularly the expected increase on Depot Road. The board stressed the need for a comprehensive traffic analysis to address entry and exit points and ensure adequate parking design. The incorporation of accessible parking spaces and electric vehicle chargers was discussed. The board deemed a public hearing necessary as the proposal progresses, emphasizing the importance of a site visit after a more refined plan submission.
The board also addressed a request regarding a driveway in the conservancy district. A new application was reviewed, revealing discrepancies in the structure’s square footage between the building and site plans. The board agreed to send a positive recommendation for the driveway application, conditioned on the use of permeable materials and alignment of the site plan with the request.
Discussions on draft stormwater and erosion control regulations were tabled for future meetings. The director of natural resources and the DPW director have reviewed the MS4 permit, identifying areas for regulatory improvement. The board aims to update local regulations to align with state standards in forthcoming sessions.
